Contract Duration: 6 Months

1. Overview of The Day After
The Day After (TDA) is an independent, Syrian-led civil society organization working to support a democratic transition in Syria. In August 2012, TDA completed work on a comprehensive approach to managing the challenges of a post-Assad transition in Syria. The Day After project brought together a group of Syrians representing a broad spectrum of the Syrian opposition, including representatives of the Syrian National Council, members of the Local Coordination Committees in Syria, and unaffiliated opposition figures from inside Syria and the diaspora, to participate in an independent transition-planning process.

The TDA report, “The Day After: Supporting a Democratic Transition in Syria,” provides a framework of principles, goals and recommendations for addressing challenges in six key fields: rule of law; transitional justice; security sector reform; constitutional design; electoral system design; and post-conflict social and economic reconstruction. TDA has since shifted its focus from transition planning to implementation of the report's recommendations.

2. Project Background
The HLP Rights Monitoring project establishes a community-rooted monitoring mechanism across Aleppo, Homs, Idleb, Hama, Raqqa and Al-Hasakah to generate timely and reliable evidence on housing, land and property (HLP) risks, incidents and trends. The monitoring component combines field data collection, structured quality assurance, contextual analysis and coordination with relevant project stakeholders.

3. Position Purpose
The HLP Monitoring Team Leader is responsible for the technical and operational coordination of the field-monitoring component across the six target governorates.
The Team Leader will ensure methodological consistency, coordinate the field-monitoring team, oversee the application of standardized monitoring tools, support data quality assurance on technical monitoring matters, and ensure timely and accurate field-level reporting.

4. Key Responsibilities

A. Inception, Methodology and Tool Development
• Lead the development and finalization of the HLP monitoring methodology in coordination with TDA Program Management.
• Lead the development of three standardized data-collection tools: structured KII and direct-interview forms; an online materials observation template; and a direct field observation form.
• Ensure the methodology and tools are consistent with project objectives, indicators, HLP monitoring requirements and field realities.
• Consult the M&E Officer on indicator tracking and data-quality requirements.
• Consult the Data Analyst on data structure, coding, completeness, and analytical requirements.
• Involve Field Monitors in testing draft tools and documenting practical feedback before finalization.
• Ensure the final methodology and tools are communicated clearly to all Field Monitors before field implementation.

B. Recruitment, Training and Team Preparation
• Support recruitment when needed.
• Lead the development and delivery of project training.
• Ensure Field Monitors understand the approved methodology, tools, ethical standards, informed-consent requirements, data-protection procedures and reporting mechanisms.
• Support pre- and post-training assessment and identify areas requiring additional mentoring.

C. Field Monitoring Coordination
• Coordinate field-monitoring activities across all six governorates.
• Ensure consistent application of the approved monitoring methodology and tools.
• Conduct weekly coordination calls with Field Monitors.
• Monitor progress against the project targets of 60 KIIs and 60 documented HLP cases per month.
• Coordinate the monthly hotspot review and recommend adjustments to monitoring priorities based on emerging risks, return movements, access and NRC priorities.
• Ensure appropriate use of KIIs, community-based data collection, direct observation and open-source/media monitoring.

D. Data Quality and Verification
• Conduct sample-based verification of field submissions.
• Identify methodological inconsistencies, missing information or other data-quality issues and provide corrective guidance.
• Coordinate with the M&E Officer and Data Analyst to resolve data-quality issues.
• Ensure informed consent, anonymisation, data protection, Do No Harm and PSEA standards are applied throughout field monitoring.

E. Technical Coordination with NRC
• Serve as the technical focal point for routine coordination with NRC on HLP monitoring methodology, tools and field implementation.
• Communicate field-level methodological issues and emerging monitoring needs to NRC through the agreed coordination mechanism.
• Incorporate agreed technical feedback from NRC into field-monitoring implementation.

F. Reporting and Analysis Support
• Review field-monitoring submissions before transfer for analysis.
• Provide the Data Analyst with contextual information required to interpret field findings.
• Contribute to flash updates, thematic analysis, governorate-level risk profiles and the final analytical report.
• Provide regular implementation updates to the Programme Manager.

G. Protection and Risk Management
• Ensure field monitoring is conducted safely and in accordance with Do No Harm principles.
• Monitor access, security and protection risks affecting Field Monitors and respondents.
• Escalate significant risks to the Programme Manager and relevant TDA focal points.
• Ensure that no field activity exposes respondents or monitors to unnecessary risk.

5. Key Deliverables
• HLP monitoring methodology developed and finalized.
• Three standardized data-collection tools developed, tested and finalized.
• Seventeen Field Monitors prepared and trained.
• Weekly field-coordination mechanism operational.
• Monthly hotspot review completed.
• Field-monitoring progress tracked against agreed targets.
• Field submissions reviewed for methodological consistency and quality.
• Contributions provided to flash updates, thematic brief, risk profiles and final analytical report.
• Operational challenges, adaptations and lessons documented.

6. Duration and Duty Station
The contract runs for six months, from September 2026 through February 2027. The duty station is Damascus, Syria, with regular coordination and communication with Field Monitors across the six target governorates. Travel to field locations may be required when needed and must follow TDA's security and operational procedures.

7. Required Qualifications
• Bachelor's degree in Law, Civil Engineering, Architecture, Social Sciences, Political Science, International Relations, Development Studies, Humanitarian Studies or a related field.
• At least five years of relevant professional experience in programme coordination, research, monitoring, HLP, human rights, protection or related humanitarian or development work.
• Arabic fluency or professional proficiency is required.
• Strong knowledge of HLP issues in Syria.
• Demonstrated experience in HLP monitoring, research, human rights documentation or related fields.
• Experience developing research or monitoring methodologies and data-collection tools.
• Experience managing geographically dispersed field teams.
• Strong analytical, coordination and reporting skills.
• Understanding of protection, Do No Harm, informed consent and data-protection principles.
• Experience working with international humanitarian organisations is desirable.

8. Application Requirements

9. Evaluation Criteria
Offers will be evaluated using a combined technical and financial assessment. The technical proposal carries 70% of the final score and the financial proposal carries 30%. Only proposals achieving at least 70 out of 100 points in the technical evaluation will proceed to financial evaluation.

Combined Scoring Method
• Technical weighted score = (technical score out of 100) x 70%.
• Financial score = (lowest evaluated financial offer/candidate's evaluated financial offer) x 100.
• Financial weighted score = financial score x 30%.
• Final combined score = technical weighted score + financial weighted score.
• The contract will be recommended for the technically qualified candidate achieving the highest combined score, subject to due diligence and approval procedures.

10. Payment Terms
Payments will be made in two installments (50% each). Each installment is due upon the completion and submission of 50% of the deliverables, following review, sign-off on the delivery receipt by the concerned departments, and invoicing. All payments shall be made exclusively via bank transfer, subject to all applicable taxes and statutory deductions.

11. Supervision and Reporting
The Team Leader reports to the Program Department, provides regular implementation updates to the Program Manager, and supervises 17 Field Monitors and the Data Analyst. Technical coordination will include the M&E Officer, and other relevant TDA focal points through agreed mechanisms.

12. Data Protection, Safeguarding and Conduct
The Team Leader must ensure that confidential, sensitive and personally identifiable information is protected; informed consent is obtained; and Do No Harm, PSEA and data-protection principles are applied throughout monitoring. Data or findings may not be shared externally without prior written authorization from TDA.
