Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
MSF OCP is recruiting a National Audit Officer
ASSIGNMENT
The project manager will be responsible for:
• Structuring and formalizing a standardized audit methodology
• Ensuring alignment between internal requirements and local regulatory obligations
• Supporting the operational deployment of a harmonized framework
Main responsibilities
1. Mapping and diagnosis
• Conduct a review of countries requiring an annual national audit
• Identify the accounting, tax and auditing frameworks used
• Identify and analyze the different audit practices currently in place
• Identify strengths and weaknesses
• Identify the specificities by country / legal framework (OHADA, Nigeria, Libyan law...)
• Analyze the strengths and weaknesses of existing approaches
2. Mapping and diagnostics for OHADA/SYCEBNL audits
• To deepen knowledge of OHADA/SYCEBNL audits and formalize the technical choices for these audits
• Validate the statutes to be filed at the intersection
• Analyze the reservations made by auditors in the previous two years and develop an action plan to address them during future audits.
• Review the mappings and positioning initially decided with the service provider Donadieu
3. Methodological Structuring
Formalize a standardized audit protocol incorporating:
• Local legal obligations
• Internal financial policies
• Specific processes for countries under OHAHDA, Nigeria, Libya
• Describe the different methodologies observed and their use cases.
Ensuring consistency between:
• Internal seizure obligations (Unifield)
• National reporting requirements
4. Harmonization of tools
Design and deploy a standardized audit format (file or template) (dashboard, country-specific checklist)
Identify solutions that enable use:
• Simple
• Consistent
• Compatible with Unifield
To propose methodological alternatives adapted to field constraints
5. Working with intersections
• Share the analyses with relevant OCP stakeholders
• Capitalize on existing good practices
• Ensure consistency with the requirements of partner sections (WaCA, etc.)
6. Governance and organization
• Define a clear RACI (Responsible, Actor, Consulted, Informed) from headquarters to the field
• Clarify roles and responsibilities in the audit process
• Contribute to the integration of a local audit component into field tax guides; participate, where applicable, in the drafting or updating of tax guides
• To populate a deliverables schedule defined in connection with the annual training module
7. Training and support
• Train the stakeholders (field finance teams, coordination, etc.)
• Ensure the educational transfer of new practices by supporting the RF/CGCFs / Field Accounting Managers on audit topics at the start-up stage
• Supporting teams during initial implementations
• Provide operational support during deployment
8. Unifield project / extra-accounting (co-managed with the Unifield contact person)
• Working in collaboration with the Unifield Reference Person on Unifield output documents that can be used for the production of financial statements intended for auditors
• Identify and address auditor requests that are currently unmet (non-accounting data: fixed assets, inventory, detailed cash flow, etc.)
• Contribute to the accounting mapping (chart of accounts, allocations, consistency between UF and audit requirements)
• Document what is feasible within Unifield versus what requires processing outside of Unifield (Excel, additional tools).
• Produce guides/procedures on extractions and associated reprocessing
Desired profile
Experience
• Bachelor's degree (or equivalent) in finance, accounting or auditing.
• 5+ years of experience in accounting/finance/auditing
• Good knowledge of regulatory and tax requirements
• Proficiency in financial management tools (ideally Unifield)
• Experience using traditional accounting software
• Proficiency in standard office software (Microsoft Office suite)

Employment conditions
Status: Fixed-term contract of 8 months, full-time. Management position, based in Paris.
Compensation and benefits:
• 47,800 gross annual salary over 13 months
• 22 days of RTT (reduced working time) per year
• Working remotely according to MSF's rules (2 days/week).
• Health insurance covered 100%
• Meal vouchers worth 12 (60% covered by MSF)
• 50% reimbursement of public transport pass (weekly, monthly or annual) OR bicycle mileage allowance (€0.25 per km, limited to €450 per year)
