About the Context
Cameroon is currently facing three overlapping humanitarian crises. Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives.
Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: legal assistance (ICLA), water and sanitation (WASH), shelter, and education. These programmes are designed to respond to urgent needs while also supporting long-term recovery.
Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability.To achieve its country strategic objectives, NRC is looking for an experienced and dedicated
Finance Manager to oversee a dynamic finance team, provide strategic financial leadership, and ensure robust financial risk management across all programmes in a complex and high-risk operating environment.

What we are looking for:
The purpose of the Finance function is to ensure the financial sustainability and integrity of the organization by managing its resources effectively, providing accurate financial reporting, and ensuring compliance with all legal, regulatory, and donor requirements. The function works in partnership with the global operational departments and countries to enable NRC's mission.
The function is crucial for stewardship of organizational assets, providing strategic financial planning and analysis, managing internal controls, maximizing resource utilization, and ensuring accountability to all stakeholders.
An ideal candidate will be a passionate and committed humanitarian worker with at least 3 years’ experience of working in a senior finance management position in a humanitarian / recovery context.
NRC is particularly looking for a finance manager with the strength and vision to support national teams of professional finance staff and with strong and proactive financial analysis capacities.
A strategic thinker, connector, with strong finance management skills and an individual with a solid understanding of the context and the legal framework in Cameroon.
Experience in audit, risk management and budgeting are essential.
Regular travel to NRC’s Area and Field Offices will be required, including travel to other countries in the region to support and access certain locations.
What you will do:
1. Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives in coordination with the Finance team in country and area offices to ensure success, consistency, and compliance.
2. Line management responsibility for direct reporting staff. This includes:
Performance management process: setting clear goals aligned to strategic priorities and follow up and support staff’s achievement.
Workforce planning, recruitment, staff induction and development, and mentorship of national staff to build sustainable in-country financial leadership capacity.
3. Develop and maintain country financial documents, procedures, guidance, and tools, including strategy, ensuring consistency across the country programme and in line with organisational standards.
4. Maintain the country’s overall budget control and monitor cash flows.
5. Ensure that budgeting, accounting, year-end procedures, and other financial processes take place in adherence to Financial Handbook, NRC policies, and donor and auditor requirements.
6. Strengthen internal controls and proactively identify, assess, and mitigate financial risks, including fraud, diversion, and misuse of funds.
7. Train and develop NRC staff and partners’ capacity on financial and budgeting responsibilities.
8. Ensure strong implementation of the Anti-Corruption Policy, including prevention, detection, reporting mechanisms, and follow-up on suspected cases.
What you will bring
1.Professional Competencies
• Minimum 3 years of experience working in a senior finance role with managerial responsibility in a humanitarian/recovery context.
• Working proficiency in French and English, both written and verbal.

• Contract: 12 months renewable based on funding and performance
