SDTF No. TF C7573-KG: As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project (Project ID P167598), financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the position of Technical Consultant with a Background in Economics to Support the Ministry of Health in the Implementation of the State Guaranteed Benefits Program No.1. The assignment is under Individual Consultant Selection (Borrower Bid Reference CS-4.4.).
Qualification Requirements:
- Higher education in economics and finance, public administration, health management, or another related field. A Master's degree will be considered an advantage.
- At least 10 years of professional experience in healthcare financing, health economics, public finance, health system reforms, or healthcare program management.
- Practical experience in the development, implementation, or improvement of healthcare financing mechanisms, including provider payment systems, tariff setting, public financing mechanisms, and financial planning.
- Experience in the design or implementation of health system reforms, including projects related to the State Guaranteed Benefits Program and Mandatory Health Insurance, will be considered an asset.
- Practical experience in conducting economic analysis, Budget Impact Analysis (BIA), financial modeling, and assessments of the financial sustainability of healthcare programs.
- Experience in developing methodologies for costing healthcare services, tariff setting, healthcare service packages, patient co-payment mechanisms, and financial models will be considered an advantage.
- Experience in preparing analytical reports, concept papers, regulatory documents, methodological guidelines, and policy recommendations for government authorities.
- Knowledge of modern approaches to health financing and provider payment mechanisms for health services.
- Experience working with health information systems, financial reporting, and healthcare analytical tools will be considered an advantage.
- Skills in providing technical consultations, facilitating working groups, and designing and delivering training activities for specialists of the Ministry of Health, the Mandatory Health Insurance Fund, and healthcare organizations.
- Excellent analytical skills, with the ability to work with large datasets, develop practical recommendations, and present findings clearly.
- Fluency in Kyrgyz and Russian, both written and spoken. Knowledge of English sufficient to work with international methodological materials and prepare technical documentation will be considered an asset.
