Position: Human Resources and Compliance Manager
 
Reports to: Deputy Director HR
 
Location: Manila, Philippines (Asia Pacific Hub)
 
Scope: CIPE is seeking a Human Resources (HR) and Compliance Manager that will play a key role in supporting the effective delivery of HR services and implement CIPE’s Risk and Compliance processes in the region, including in the areas of third-party screening, sanctions, ethics, and organizational compliance including with local labor laws. Serving as the primary HR focal point for the region, the HR and Compliance Manager will partner closely with program leadership, local office staff, and the Washington, D.C. Headquarters (HQ) HR and Legal Teams to provide operational support and contribute to the development of a consistent and compliant HR framework across the Regional Hub model.
 
The incumbent will report to the Washington, DC-based Deputy Director, Human Resources for HR-related matters and to the Chief Operating Officer for compliance and Risk-related matters. The incumbent will work closely with the Regional Hub Director for functional collaboration and coordination.
 
Key Responsibilities:
 
Recruitment & Onboarding:
  • Support full-cycle recruitment process in coordination with the Regional Team and D.C. HQ, including job postings, candidate screening, interviewing, and reference checks.
  • Coordinate offer processes and ensure employment contracts and onboarding documentation comply with local labor laws and organizational policies and procedures.
  • Facilitate smooth onboarding and orientation of new hires, ensuring they are well-integrated into the organization.
 
Employee Relations & Performance Management:
  • Serve as a trusted HR partner to staff and management, addressing employee concerns and escalating issues when necessary.
  • Support the implementation of performance management processes, including goal setting, mid-year reviews, and annual evaluations.
  • Provide guidance to supervisors on employee relations issues, disciplinary actions, and conflict resolution, ensuring fair and consistent application of policies.
 
HR Operations & Compliance:
  • Maintain accurate and confidential HR records, including physical or virtual employee files, in compliance with organizational policies and applicable data protection regulations.
  • Ensure adherence to local labor laws, organizational policies, and donor compliance requirements.
  • Monitor changes in employment legislation and regulation primarily in Austria and other locations in the region where CIPE has staff members, then advise the D.C. office on implications for HR policies and practices.
 
Organizational Compliance:
  • Promote a culture of integrity, transparency, and accountability within the regional team and partners.
  • Oversee implementation of CIPE’s policies on ethics and integrity, including fraud prevention and response, Code of Conduct provisions, and conflict of interest management. Promote a culture of integrity, transparency, and accountability within the regional team and partners.
  • Coordinate with HQ Legal team to ensure timely reporting and appropriate corrective or preventive actions.
  • Work with HQ Legal to respond to whistleblowers or other integrity reports (e.g., hotline or direct disclosures).
  • Support HQ Legal in triage and fact-finding, ensuring confidentiality and consistency across CIPE’s regional operations.
  • Conduct and document third-party screenings and due diligence (partners, subrecipients, vendors, consultants and prospective hires) using CIPE’s screening tools prior to engagement or payment; escalate potential matches and integrity concerns to HQ Legal for review and clearance; and update due diligence as needed.
  • Work with HQ Legal to implement global compliance initiatives, systems, and controls at regional level ensuring compliance with CIPE policies.
  • Identify gaps or potential improvements in compliance processes and work with HQ and other regional teams to update policies, templates, or procedures as needed.
  • Assist with organizational governance matters, including drafting, approvals, and legalization of documents under the direction of HQ Legal.
 
Risk Coordination:
  • Support CIPE’s risk assessment and monitoring activities by providing documentation, analysis, and context from the HUB while ensuring alignment with CIPE’s Risk Manual and guidance.
  • Identify and assess regional program and operational risks and escalate risks to HQ Legal and the Senior Leadership Team in compliance with CIPE’s risk appetite and applicable policies.
  • Coordinate input to CIPE’s organizational risk assessment process to ensure a consistent approach and timely completion.
  • Participate in CIPE’s Risk Review Committee and provide regular reports to HQ Legal and management on identified risks, trends, and areas of concern.
  • Provide support during internal and external audits and ensure timely follow up and resolution of audit findings.
  • Coordinate with HQ Legal and external counsel, as directed by HQ Legal, as needed on matters of regulatory compliance and adherence to local laws, including local legal registrations, permits, and other local requirements.
  • Collaborate with CIPE’s Risk and Compliance team to implement global compliance initiatives, systems, and controls at the regional level.
  • Identify gaps and potential improvements in CIPE’s risk and compliance systems and processes and work with HQ teams to update and align organizational policies accordingly.
 
Compensation & Benefits:
  • Coordinate payroll and benefits administration externally with local vendors, and internally with Regional Finance Manager, and the Human Resource team in D.C. ensuring accuracy and timeliness.
  • Support the rollout of regional compensation initiatives, including benchmarking exercises, salary adjustments, and benefits reviews.
  • Provide staff with guidance on compensation, benefits, and leave entitlements.
 
Learning & Development:
  • Assist in identifying training needs across the Regional Hub Office and coordinate with the D.C. office to source appropriate learning and development opportunities.
  • Support implementation of staff development initiatives, including compliance training, leadership development, and employee wellness programs.
  • Assess partner compliance capabilities and identify areas for capacity development.
  • Develop tools and resources to strengthen partners’ compliance with donor and CIPE requirements.
  • Deliver training to staff and partners on CIPE’s policies and procedures on risk mitigation, compliance, and ethical standards.
 
HR Systems & Reporting:
  • Maintain accurate data and generate routine HR metrics and reports for regional and DC Leadership.
  • Support the rollout and adoption of new HR technologies and tools across the HUB.
 
Qualifications:
  • Bachelor’s degree in HR, Business Administration, or a related field;
  • Minimum 4–6 years of progressive HR experience, preferably in an international nonprofit or multi-country organization.
  • Solid knowledge of local labor laws and HR best practices within the assigned Region.
  • Experience with HRIS platforms and proficiency in Microsoft Office Suite.
  • Strong interpersonal and communication skills with the ability to build trust across diverse teams.
  • Demonstrated ability to handle confidential information with discretion.
  • Strong analytical and problem-solving skills
  • Ability to take initiative and work independently balancing multiple assignments
  • Excellent verbal and written communication skills
  • Fluency in English required.
  • Team player able to work with diverse teams and stakeholders across multiple time zones
  • Proficient in Microsoft applications O365 Apps
