Background: UNESCO and its Category I Institutes, particularly the International Bureau of Education (IBE) and the International Institute for Educational Planning (IIEP), are currently developing a "Methodological Guide for Planning and Monitoring the Implementation of Curriculum Transformation" aimed at strengthening the capacities of UNESCO member states in the design, planning, management, implementation, and monitoring of curriculum transformations. The guide builds on work already undertaken by the IBE on curriculum transformation and seeks to address the recurring need of countries to translate curriculum ambitions into operational, costed, managed, and monitored implementation frameworks. The guide is structured around three chapters: Chapter 1: Strategic Planning, Governance, Change Management, and Monitoring and Evaluation; Chapter 2: Planning a Curriculum Transformation; Chapter 3: Monitoring, Risks, and Adaptive Management.

Purpose of the assignment: The assignment consists in designing and drafting Chapter 3 of the guide, entitled "Monitoring, Risks, and Regulations", and the associated methodological tools. The consultant will also be responsible for providing quality assurance for the other two chapters and ensuring overall consistency across the guide.

Expected content of the chapter: results frameworks; performance indicators (identifying and formulating SMART indicators); risk analysis; accountability - technical and financial monitoring mechanisms; roles and responsibilities for monitoring; preparation of periodic monitoring reports; effectiveness of monitoring systems; the relationship between monitoring and evaluation, its complementarity with monitoring, and the use of evaluation findings for learning and continuous improvement.

Tools to be developed: a results framework template; a risk analysis template; a monitoring dashboard; an impact measurement template.

Deliverables: (1) First complete draft of Chapter 3, including associated tools and annexes; (2) Review of Chapters 1 and 2; (3) Revised version of Chapter 3 incorporating comments and feedback; (4) Final validated version of Chapter 3; (5) Final validated version of the complete guide. The assignment is expected to require 25 to 30 working days, spread over a period of 6 to 8 weeks.

Consultant profile: A Master's degree (or PhD) in Education, Educational Planning, Education Policy, Monitoring and Evaluation, or a related field; at least 10 years of relevant professional experience in the education sector; experience in the design and/or support of curriculum reforms; demonstrated expertise in curriculum reform planning; proven expertise in results-based management (RBM), monitoring and evaluation, and risk management; demonstrated experience in designing, developing, and monitoring performance indicators, including qualitative indicators, together with strong knowledge of methodologies for measuring, analyzing, and evaluating results and impacts; experience working with Ministries of Education, UNESCO, UNICEF, or other international organizations; excellent drafting and writing skills in either French or English.

Supervision: The consultant will work under the supervision of the Head of Education at UNESCO Dakar and in close collaboration with the team responsible for developing the methodological guide.
