The Government of Liberia (GoL) has received financing from the International Development Association (IDA) toward the cost of the Governance Reform and Accountability Transformation (GREAT) Project and intends to apply part of the proceeds to eligible payments under the contract for which this Terms of Reference (ToR) is issued. This procurement process will be conducted in accordance with the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised September 2023 and February 2025) and is open to all eligible bidders as defined in the Procurement Regulations and the procedures outlined herein. Payments by the World Bank will be made only at the request of the GREAT Project and upon approval by the Bank, subject to the terms and conditions of the Financing Agreement.
To this end, the Ministry of Finance and Development Planning (MFDP), through its Department of Fiscal Affairs, seeks to hire a Resident Consultant for Tax Policy Division to provide technical assistance and strategic support to the Tax Policy Division. The consultant will support tax policy formulation, revenue analysis, and strategic advice aimed at improving domestic resource mobilization.
Liberia's tax system is undergoing reforms to improve revenue mobilization, enhance fiscal sustainability, and strengthen public service delivery. As part of this effort, the Resident Consultant for Tax Policy Division will work closely with key stakeholders, including the Liberia Revenue Authority (LRA) and development partners, to provide strategic advisory and technical support for effective policy formulation and implementation. This ToR is issued for the selection of a highly qualified Resident Consultant for Tax Policy Division for Tax Policy.
1. Objectives of the Assignment
The primary objective of this assignment is to support the Ministry of Finance and Development Planning in achieving sustainable revenue growth by ensuring the formulation and implementation of effective, data-driven tax policies. The Resident Consultant for Tax Policy Division will provide strategic advisory services and technical expertise to improve the government's revenue mobilization, fiscal sustainability, and the overall effectiveness of tax policies.
2. Scope of Work
The Resident Consultant for Tax Policy Division will undertake the following key tasks:
Capacity building
Support the ministry develop fit for purpose learning and development needs for the tax and revenue policy teams;
Support the ministry on developing a learning and development strategy/plan to respond to the needs identified above.
Support government implement the learning and development strategy.
.Technical Assistance
Support the Tax Policy Division in analyzing and evaluating existing tax policies, tax rates, and their impact on revenue mobilization.
Support government of Liberia Develop policy recommendations based on thorough economic and fiscal analysis.
Assist in preparing policy statements, reports, and advocacy materials for internal and external stakeholders.
Revenue Performance Analysis
support designated tax policy staff to collect and analyze data on tax revenue performance and identify tax gaps and trends.
support designated tax policy staff to Conduct diagnostic assessments of revenue administration capabilities.
Develop processes and systems aimed at ensuring collaborate with relevant units takes place to prepare diagnostic reports and recommend corrective measures.
Strategic Advisory Support
Advise the Assistant Minister and Deputy Minister for Fiscal Affairs on strategies to achieve revenue targets.
Provide input for strategic meetings with government officials, international organizations, and development partners.
Policy Formulation and Implementation
Facilitate and support designated staff to prepare tax policy documents, including cost-benefit analyses of tax exemptions and incentives.
Support designated staff, evaluate the impact of various tax policies on revenue mobilization and economic growth.
f) Coordination and Collaboration
Set up collaboration mechanisms and ensure designated tax policy officials work closely with the Liberia Revenue Authority (LRA) and other government agencies to gather data and provide recommendations.
Support designated government officials conduct comparative analyses of various tax revenue streams.
g) Reporting and Documentation
Submit progress reports detailing work undertaken, achievements, challenges, and recommendations.
Prepare mid-term and final reports summarizing overall contributions and lessons learned.

Required Consultant's Qualifications and Expertise
MFDP now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Candidates will be evaluated based on the following criteria:
Minimum Qualifications:
An advanced degree in Economics, Public Finance, Accounting, or a related discipline. 10 Points
At least 7 years of professional experience in tax policy formulation, analysis, and implementation. 30 Points
Strong analytical and research skills in the areas of taxation and revenue mobilization. 20 Points
Demonstrated knowledge of tax policy frameworks and fiscal management strategies. 10 Points
Experience working with government agencies and development partners. 20 Points
Experience with World Bank-funded projects or similar donor-funded programs is an advantage. 10 Points
Duration of the Assignment
The assignment will be carried out over a period of one year from the date of contract signature, and may be extended based on satisfactory performance and availability of funding.
Method of Selection
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" dated September 2023, revised February 2025 and September 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. The Consultant will be selected in accordance with the Approved Selection Methods for Individual Consultant Based Selection set out in the Procurement Regulations.
