About the Programme
SRHR Next is a 2.5 year SRHR programme bringing together 11 Dutch international organizations and local partners in eight countries, including Uganda. This programme aims to protect and strengthen sexual and reproductive health and rights (SRHR) in a context of limited resources, weakened health systems, and increasing pressure on civic space. The programme is implemented through a consortium of organizations committed to advancing sexual and reproductive health and rights for women, adolescents, young people and marginalized populations through coordinated action, evidence-informed advocacy, health systems strengthening and meaningful community engagement. The Uganda programme contributes to a broader multi-country initiative aimed at strengthening national SRHR ecosystems by promoting locally led solutions, reinforcing strategic partnerships and enhancing collaboration among government institutions, civil society organizations, youth-led organizations, women's rights organizations, organizations of persons with disabilities and development partners. The programme will contribute to improved and equitable SRHR outcomes through three mutually reinforcing strategic pillars: strengthening health systems to deliver quality, integrated and rights-based SRHR services; expanding access to accurate SRHR information through comprehensive sexuality education, social and behaviour change interventions and community engagement and creating an enabling environment through policy advocacy, gender-transformative programming, social norm change and strengthened accountability mechanisms. The programme places particular emphasis on government ownership, meaningful youth participation, gender equality, disability inclusion, safeguarding, evidence-informed programming and sustainable institutional capacity strengthening.
Job Description
JOB PURPOSE
The Programme Manager will provide strategic, technical and operational leadership for the implementation of the SRHR Next Programme in Uganda. The position will oversee the delivery of interventions in health systems strengthening, comprehensive sexuality education, social norm change, advocacy and gender-transformative programming while coordinating a consortium of implementing partners.
The Programme Manager will provide leadership to strengthen the functionality and effectiveness of Uganda's SRHR platforms for collective advocacy, learning, policy engagement and partnership. The role will ensure strong collaboration among government institutions, consortium partners and key stakeholders to deliver high-quality, rights-based and inclusive SRHR interventions.
PRIMARY RESPONSIBILITIES.
Key Duties and Responsibilities:
Planning and coordination
* Oversee programme start-up activities, including kick-off meetings, institutional capacity assessments, signing of MoUs, and establishment of governance and coordination structures
* Provide strategic leadership for the planning, implementation, monitoring and reporting of the SRHR Next Programme in Uganda.
* Lead the development of annual work plans, implementation schedules, budgets and performance monitoring frameworks.
* Establish and maintain effective programme coordination mechanisms, including regular planning, review, and learning meetings with partners and stakeholders.
* Strengthen government ownership of programme interventions through joint planning, implementation, monitoring and learning with relevant Ministries, Departments and Agencies.
* Strengthen the functionality and coordination of the existing SRHR platforms by facilitating joint planning, shared learning and collective action.
* Ensure programme implementation aligns with national SRHR priorities, donor requirements and consortium agreements.
* Lead regular programme review meetings, consortium coordination meetings and technical planning sessions.
* Facilitate coordination with the global Programme Management Unit and contribute to cross-country learning and harmonization of approaches.
* Promote adaptive management by ensuring programme decisions are informed by monitoring, research and emerging evidence.
* Oversee programme quality assurance, risk management, safeguarding and compliance with donor and organizational policies.
* Coordinate programme reporting, documentation of lessons learned and dissemination of best practices.
* Ensure effective financial and operational oversight in collaboration with finance and operations teams.
* Lead sustainability planning, including transition strategies and institutionalization of successful programme approaches within government systems and partner organizations.
* Provide strategic leadership for health systems strengthening interventions including health workforce capacity development, quality improvement, service integration, digital innovations and institutional strengthening.
