The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Operations & Integration (O&I) collective delivers essential enabling services that support the organisation’s scientific and technical portfolio. Our key functions include corporate services, programme support, partnerships, resource mobilisation, and strategic engagement. These services are coordinated through our regional and satellite offices across the Pacific and Europe. Additionally, the O&I collective leads a dedicated workstream focused on organisational change and transformation to drive continuous improvement and adaptability.
The role – the Knowledge Systems Architect will provide technical leadership for SPC’s knowledge management systems, ensuring alignment with enterprise digital standards, governance, and long term sustainability. Design, implement, and manage SPC’s SharePoint environment, Digital Library, and other platforms used to manage and present SPC’s knowledge assets. Support SPC staff and partners in their use of SPC’s knowledge systems.
The key responsibilities of the role include the following:
- Manage the Operation and Configuration of Knowledge Systems:
- Provide technical expertise, oversight, and management of SPC’s SharePoint environment, Digital Library, and other knowledge management systems
- Monitor and manage retention labels, sensitivity labels, data loss incidents
- Support document migrations and automated tagging/classification of documents
- Manage search metadata services
- Administer storage, site provisioning, and permissions for SharePoint and Teams sites
Design, Implement, and Improve SPC’s Knowledge Systems:
- Assess gaps in SPC’s knowledge systems and identify opportunities for improvements
- Develop requirements and evaluate potential solutions
- Stay abreast of developments in relevant KM technology and practices
- Design, plan, and manage new knowledge systems implementations and improvements
- Provide expert assistance in integrating KM Systems with other enterprise systems
- Develop technical documentation
Support the adoption and effective use of SPC’s knowledge systems:
- Assess the skill needs of SPC staff
- Develop training resources
- Delivery periodic training to support changes initiatives and to build skills among staff and partners

Key selection criteria:
Qualifications:
Bachelors in computer science, information management, information systems or a related technical discipline, or equivalent body of knowledge and experience.
Technical expertise;
- Minimum of 10 years of progressively responsible professional experience in the management of SharePoint and other knowledge systems.
- Experience managing and implementing metadata standards
- Experience managing and configuring enterprise search
- Demonstrated experience leading solutions architecture or enterprise platform design
Language skills:
Interpersonal skills and cultural awareness:
- Knowledge of Pacific Island countries and territories is an advantage
Salary, terms and conditions
Contract Duration – This vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.
Remuneration – The Knowledge Systems Architect is a band 10 position in SPC’s 2026 salary scale.
For a Noumea based position – a starting salary range of SDR (special drawing rights) 3,727-4,562 per month, which converts to approximately XPF 537,766-658,322 (USD 4,994-6,114; EUR 4,506-5,517). SPC salaries are not presently subject to income tax in New Caledonia.
For a Suva based position – a starting salary range of 2,703?3,379 SDR (special drawing rights) per month, which currently converts to approximately FJD 8,354–10,442 (USD 3,623–4,528; EUR 3,269–4,086). Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.
Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Noumea or Suva – SPC provides a housing allowance (or subsidised housing in Noumea). Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Please provide examples of your hands-on experience working with web technologies and knowledge repositories—specifically system configuration, scripting languages, designing and integrating online discovery systems, working with APIs (REST/JSON), and handling metadata transformation operations.
