CONTEXT:
Humanity & Inclusion (HI) has been present in Chad on an intermittent basis since the 1990s.
HI operates in N'Djamena and in Borkou (North), Ennedi (North-East), Moundou (South), Lake Chad, Kanem and Barh el Gazel (West). For a little over 2 years, HI has been operational in the East, on the border with Sudan, in Ouddai and Wadi Fira, with a base in Adré and a base in Guéréda.
The main areas of intervention are the following:
• Physical and functional rehabilitation and stimulation therapy as a complement to nutritional responses;
• Mental Health and Psychosocial Support;
• Inclusive humanitarian action;
• Inclusive education and education in emergencies with child protection;
• Humanitarian logistics (ATLAS Logistics);
• The socio-economic integration of the most vulnerable households, particularly through the development of IGAs, and vocational training and emergency assistance;
• Conflict transformation and social cohesion.
In eastern Chad, in response to the crisis in Sudan, HI has significantly expanded its interventions in 2025 with several new humanitarian assistance projects and continues to evolve its set-up accordingly.
Chad is part of the Sahel and West Africa Regional Directorate (Benin, Burkina Faso, Chad, Mali, Niger, Senegal, Togo) engaged in a process of pooling resources, harmonizing practices and strengthening programmatic coherence.
YOUR MISSION:
Under the responsibility of the Program Unit Manager, the Institutional Funding Officer contributes to the drafting of reports and project proposals for the countries of the zone. He/She works closely with the Director of HI in Chad on a daily basis and supports the country teams in the definition and implementation of institutional funding mobilization strategies.
The Institutional Funding Officer manages the Project Design and Reporting Officer (Grants Officer) and is responsible for the functioning of the country's IF department and collaboration with all operational, technical and support teams in the development and management of funding.
He/she is part of a team in charge of institutional funding spread across the region, and contributes to the sharing of practices, strategic analysis, the development of the teams' skills and collaborates in a logic of mutualization with other countries.
Responsibility 1: Development of project proposals
• Work with the Country Director, Operations Managers, Area Manager and Consortium Coordinators as well as the technical unit to strengthen HI's attractiveness and influence, developing key relationships with relevant decision-makers from national and local organisations, donors and major international organisations;
• Develop active and quality working relationships with donors and strategic partners in the country to identify potential consortiums.
• Coordinate the development of the proposal, distributing tasks among the key people involved in the drafting of the project to be submitted to the donor, in accordance with HI's proposal writing process and tools (PD-tool, project development monitoring tool, etc.), including the development of: logical frameworks, MEAL plan, narrative description of the technical approach, planning, staffing, and budgeting.
• Identify, where appropriate, relevant/competitive arrangements (consortia, multi-country projects, etc.) and facilitate negotiations.
• For consortia: ensure coordination and communication, and manage stakeholder input during project development.
• Ensure compliance with donor guidelines and expectations, consistency between budget and technical description, and overall quality of project proposals
• Proceed (if necessary) with the final submission of concept notes and project proposals to donors.
• Ensure the archiving of project documents on the current system (sharepoint)
• Lead the review processes of funding contracts (BAS and mandates) at the country/regional level and in conjunction with headquarters, involving the project design and reporting officer (Grants Officer) who takes over the management of contracts once signed
• Coordinate and collaborate with national HI associations (IPO/SIPO)
• Regularly update information related to grants and donor relationship in the country/region monitoring tools in place and on the management platform (CRM)
• As soon as possible and relevant, support the project design and reporting officer (Grants Officer) in taking the lead on the project proposal development activity.
Responsibility 2: Contract and Reporting Management
This mission is under the direct responsibility of the Project Design and Reporting Officer (Grants Officer). The Institutional Financing Officer acts as a relay during periods of absence and may, for reasons of relevance in the organisation of the service and distribution of the load, be directly responsible for one or more clearly identified specific contracts.
• Ensure the archiving of project and contractual documents on the current system (sharepoint)
• Coordinate the reporting phases of the project:
- Develop retro-schedules for each report, collaborating with the different departments involved (operations, finance, logistics, technical unit, security, HR and MEAL, headquarters and national association)
- In support of project managers, contribute to good coordination between project managers, area managers, operations managers and country managers, technical specialists for the compilation of contributions to narrative reports and in the monitoring of donor contracts
- Coordinate with shared services to ensure overall consistency of narrative and financial reporting and completeness of annexes.
- Ensure the archiving of reporting documents and contracts on the system in force
- Ensure the compilation of narrative versions for selected regional and consortium projects.
• Coordinate the phases of contract modification (amendments)
• Ensure quality control and compliance of narrative reports with donor requirements and procedures.
• Regularly update information related to grants and donor relationship in the country/region monitoring tools in place and on the management platform (CRM)
Responsibility 3: Donor compliance
In collaboration with the Project Design and Reporting Officer (Grants Officer), in a logic of distribution of the monitoring of contracts, themes and workload:
• Organise trainings and support capacity building for all the organisation's field staff and for HI's partner staff on programme development and reporting, as well as on HI's programme-specific documentation.
• Facilitate the knowledge of the field staff of the DFI Hinside spaces
• Conduct regular field visits to work directly with project implementation staff and maintain a thorough understanding of HI's programme activities and operational context.
• Proactively raise compliance issues with program staff and department heads.
• Archive donor feedback and adapt reports accordingly.
Responsibility 4: Capacity building in reporting and project writing
In collaboration with the project design and reporting officer (Grants Officer), in a logic of distribution of themes and workload:
• Organise trainings and support capacity building for all the organisation's field staff and for HI's partner staff on programme development and reporting, as well as on HI's programme-specific documentation.
• Facilitate the knowledge of the field staff of the DFI Hinside spaces
• Conduct regular field visits to work directly with project implementation staff and maintain a thorough understanding of HI's programme activities and operational context.
• Proactively raise compliance issues with program staff and department heads.
• Archive donor feedback and adapt reports accordingly.
Responsibility 5: Support the team in corporate communication and donor relations
In collaboration with the Project Design and Reporting Officer (Grants Officer), in a logic of distribution of the monitoring of contracts, themes and workload:
• Support the development of internal and external communication materials
• Offer internal information channels and tools
• Structure and share information to disseminate it to HQ, partners, coordination forums (newsletters, presentations, videos, etc.)
• Support the Country Director in the analysis of changes in donor strategies monitored by the program (funding strategies, funding areas, position papers, etc.)
• List all financial partners (institutional or private) in the country.
• Support the team in the organization of field visits and accompany field visits if necessary
Responsibility 6: Manage the FI department in Chad
• Exemplary Manager: embodies HI's values on a daily basis, and is a role model.
• Meaningful Manager: understands the strategy, explains it, translates it into operational objectives for his team, leads the necessary changes. Gives meaning to each management act. In this context, it will promote inter- and intra-directorate exchanges of practice. Encourages - innovation and risk-taking.
• Manager Manager: organizes the operational management of his team, structures work around identified processes, manages performance, and facilitates problem solving.
• Manager 1st HR&Coach: contributes to the development of its employees, by creating the conditions to enable their commitment, professionalisation and attachment to HI.
• Ensures compliance with the code of conduct, institutional policies, mindset and expected individual and collective behaviour.
SPECIFICS/PARTICULARITIES OF THE POSITION:
N'Djamena is a secure capital (few incidents, strong presence of security forces) where life is good (restaurants, bars, supermarkets, bakeries, hotel complexes, etc.). N'Djamena has a strong expatriate community. Many sports are available there (tennis, boxing, yoga, golf, etc.). The major risk is that of a terrorist attack like those that occurred in 2015, even if no incident of this type has taken place since then. Security rules are therefore in place to minimize exposure to risks, but these measures remain limited to the most at-risk places in order to allow people to lead a quasi-normal life.
Requirements
• You have a higher education in project management, international development, humanitarian action, social sciences or equivalent field.
• You have at least 3 years of experience in funding research, grant application development and contract management with funders (grant officer/business developer positions)
• You have experience in West or Central Africa
• You have already worked in an emergency context
• You have experience in managing contracts in consortium with local and/or international organizations
• You are autonomous, pragmatic, proactive and flexible

The international contract allows for social security coverage adapted to the needs of each individual:
o Unemployment insurance levied only for EU nationals;
o Pension insurance;
o Health coverage, repatriation, provident insurance paid for by HI and by the employee;
Salary: from 2757 € gross/month
Perdiem: €828 net/month – paid in local currency on the ground;
Hardship: 250€ net/month
Paid leave: 25 days per year;
R&R: depending on the level of the assignment: 5 days every 3 months
