Description of the role
 
The CIVICUS Monitor is an online platform, providing information on civic space - the respect, in law and in practice, of the fundamental freedoms of association, expression and peaceful assembly and the state's duty to protect civil society – in 198 countries and territories. It also provides civic space ratings for each of the 198 countries and territories, following an elaborate methodology.
 
The CIVICUS Monitor collaborates with over 20 regional research partners across the globe. Monitor updates for these countries and territories, outlining the latest civic space developments and restrictions, are published regularly. Ahead of our People Power under Attack (PPUA) report, published annually in December, we are looking for a consultant to lead the data entry and coding of civic space incidents contained in the published Monitor updates in the civic space data incident form. The EU System for an Enabling Environment for Civil Society (EU SEE) is a global initiative funded by the European Union and implemented by a consortium of civil society organisations. The programme aims to monitor, protect, and strengthen the Enabling Environment (EE) for civil society. Within the programme, the enabling environment refers to the legal, political, institutional and societal conditions that shape the ability of civil society to organise, access resources, express themselves freely, and participate in public decision-making.
 
The initiative brings together civil society organisations across 80+ countries to monitor developments affecting the EE and to provide early warnings of restrictions or opportunities affecting civil society organisations via three research products, the Early Warning Alerts, the Enabling Environment Snapshots and Country Focus Reports. For EU SEE, we are also looking for consultants to code the qualitative information contained in these products, according to a data framework, as to allow us to analyse information, detect trends and emerging topics.
 
Qualifications, skills and experience
  • Pursuing or completed minimum bachelor's degree in international relations, political science, human rights, social sciences, or a related field. Students are encouraged to apply.
  • Excellent written and spoken English.
  • Well-developed interpersonal and communication skills.
  • Knowledge or experience of research on human rights, human rights monitoring, and related analytical tools.
  • Proficiency and confidence with Excel and online data collection and analysis tools.
  • Able to work remotely, be self-directed and work to a high standard, while meeting deadlines.
The successful applicants will be added to CIVICUS' Preferred Supplier List for a period of two years.
The workload required from the data coding consultant may depend on CIVICUS' need for data coding. For the CIVICUS Monitor, the peak period will be July to December 2026.
 
Location and timeframe
  • This is not a location-specific consultancy; however, the data coding consultant is required to be online and available for a portion of the day which overlaps with other CIVICUS staff working. Specific arrangements in this regard are to be agreed between the successful candidates.
  • The data coding consultant will also be required to undertake electronic communication through email, instant messenger and online call services, and other platforms commonly used by remote teams.
