Job Brief:
The Grants Manager is responsible for managing all grants and subawards ensuring compliance with all donor regulations and organizational policies and procedures throughout the grant/award cycle. This position may assign tasks to the Project Associate and will take directions from the Senior Finance and Administration Manager and above. S/he consults with programmatic leadership.
 
By managing financial and programmatic risk effectively, this position plays a pivotal role in enabling USDA Food for Progress Vietnam project to achieve its outcomes. USDA FFPr Vietnam is a 5-year project develop the aquaculture and feed sector value chains in Vietnam between October 1, 2025, and September 30, 2030.
 
The program has three interlinked components:
  • Develop the supply of quality fry and fingerlings.
  • Increase U.S. soy usage in aquafeed for tilapia production.
  • Improve tilapia production and processing to meet domestic and export market demand
Responsibilities:
Management of Subawards/Grants:
For grants programs:
  • Organize and lead the coordination of competitive selection process, including drafting the RFP, convening the selection committee and documenting all steps in the selection process in accordance with donor regulations and organizational policies and procedures.
  • Conduct pre-award reviews of possible grantee organizations, in addition to reviews during implementation and at close-out, as needed and in consultation with the Senior Finance and Administration Manager of LWR Vietnam.
  • Complete required subaward/grant pre-award due diligence documentation including risk mitigation forms and tools and conduct vetting as required by organizational policy.
  • Draft agreements and amendments and circulate for internal review/approvals and signature in accordance with organizational policy.
  • Monitor subawards and grants compliance with agreement terms and conditions ensuring:
  • Recipients reported progress against expenses align and follow up appropriately if they do not;
  • Timely submission of reports and adherence to reporting requirements through maintenance of tracker;
  • Follow-up on delayed reports and corrective actions, if applicable;
  • Escalation of issues to project management team as needed; and
  • For subawards, adherence with the subaward monitoring plan, reassessment annually and Completion of annual certification requirements (Trafficking in Persons, Audit Compliance, etc.);
  • Collaboration across finance and program teams to ensure that reporting and monitoring efforts align and convene teams to address issues.
  • Provide technical assistance to subrecipients and grantees in the form of training and support (e.g. agreement orientation, compliance training, etc.).
  • Draft and review documentation for approvals related to subawards and grants.
  • Ensure all grant and subaward documents (agreements, modifications, reports, monitoring documentation, compliance documents) are stored in a subaward or grant folder accessible to the global project team. Organize and classify grants; manage files, records and archives, ensuring their completeness and easy access.
Reporting - Grants Budget:
  • Provide monthly financial reports on grants budget to the Senior Finance and Administration Manager and COP (i.e. expenditure reports by grantees (burn rates vs obligations, burn rates vs budget).
  • Prepare other ad-hoc reports as requested by the Senior Finance and Administration Manager.
Policy Development and Capacity building:
  • Working with the project team and Grants and Contracts, draft and maintain a Grants Manual for the program.
  • Conduct periodic meetings with finance staff of sub-grantees/partners to review the program burn rates, discuss challenges encountered and agree on solutions.
  • Conduct training as needed, such as for various potential sub-grantee organizations and internal program staff, etc.
  • Any other duties assigned by the Senior Finance and Administration Manager, Chief of Party, or his/her designee.
Supervisory:
This position has no direct reports.
 
Education & Experience:
  • Bachelor's degree in business administration, accounting or finance. A Master's degree and/or a recognized accounting/procurement qualification would be a plus.
  • Minimum 5 years' experience in USG grants management or similar capacity
  • Familiarity with USG Contract Management policies and procedures
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
Knowledge, Skills and Abilities:
  • Demonstrated knowledge of international development, including humanitarian standards and best practices, economic development/livelihoods.
  • Demonstrated knowledge of international donor funding mechanisms (including grants, contracts, and cooperative agreements) is essential. Experience with US Government funding and grants management is highly desirable.
  • Ability to communicate effectively and credibly, both verbally and in writing.
  • Professional proficiency in written and spoken English and Vietnamese. Additional language(s) spoken in the region a plus
  • Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Experience with Salesforce a plus.
  • Ability to work effectively both independently and as part of a team.
  • Ability to implement and manage project and collaborate across multiple teams.
  • Authorization to work legally in Vietnam.

  • The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.
  • The mental requirements that are essential to satisfactorily executing the responsibilities outlined in this job description include, but are not limited to: learning new tasks, comprehending, and retaining information, completing tasks independently, effectively communicating verbally and in writing, demonstrating proficiency in using computer software to perform assigned tasks.

Working Conditions, Travel and Environment:
  • LWR Vietnam has an in-person work policy, with all employees reporting to the office Monday through Friday. The employee may occasionally be required to work outside normal office hours to meet project deadlines, reporting requirements, or during field missions, in accordance with applicable labor regulations.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
