The African Center for Economic Transformation (ACET) is committed to producing high-quality, policy-relevant research and analysis that supports economic transformation across the continent. As we continue to expand our research portfolio and sharpen our knowledge dissemination strategies, timely delivery and clarity of written outputs remain essential.
An increase in our research outputs has highlighted the need for additional technical writing capacity. To strengthen our editorial approach, ACET seeks an experienced Technical Writer to support the development, refinement, and finalization of key publications, working closely with ACET's Economic Management and Governance (EMG) research team.
Objective of the Role
To transform complex economic analysis into clear, policy-relevant and compelling narratives, ensuring that research outputs are analytically rigorous, accessible to target audiences, and aligned with ACET's strategic objectives and partner expectations.
The role goes beyond drafting and language editing to include analytical framing, synthesis, and policy translation, ensuring that outputs are:

* Clearly structured and accessible to target audiences
* Strongly aligned with policy priorities and decision-making needs
The role involves close engagement with researchers throughout the process--supporting the shaping of analytical content, strengthening coherence across outputs, and ensuring consistency in messaging and quality. The consultant will work primarily with ACET's Economic Management and Governance research team but may be requested to support other thematic areas of ACET's work as needed.
Scope of Work
The Technical Writer / Analytical Editor will support the development of a range of knowledge products in both English and French, including:
* Country economic transformation reports
* Policy briefs and synthesis reports
* Case studies and background papers
* Empirical research
* Executive summaries, key messages, and op-eds
* PowerPoint presentations
Core Functions
* Analytical Framing and Content Development
* Translate complex technical analysis into clear, policy-relevant narratives
* Strengthen the analytical coherence, logical flow, and structure of outputs
* Ensure clear linkages between data, analysis, and policy recommendations
* Support the articulation of actionable, evidence-based policy insights
I. Writing, Editing, and Synthesis
* Draft and refine sections, chapters, and full reports based on technical inputs
* Develop annotated outlines and narrative structures for key products
* Consolidate and synthesize inputs from multiple authors into cohesive documents
* Eliminate duplication, resolve inconsistencies, and ensure a unified voice
II. Quality Assurance and Consistency
* Ensure internal consistency across outputs, including:
* Data and terminology
* Analytical framing and messaging
* Alignment across chapters and sections
* Verify clarity, accuracy, and logical progression of arguments
* Ensure adherence to ACET's editorial and communication standards
III. Policy Translation and Communication
* Tailor outputs to different audiences, including policymakers, technical experts, and general audiences
* Develop clear, concise executive summaries, key messages, and policy recommendations
* Support the production of high-impact communication products, including blogs, op eds and thought leadership pieces
IV. Collaboration and Capacity Support
* Work closely with researchers through iterative engagements, including meetings and writing workshops
* Provide guidance to researchers on structuring and presenting analytical content
* Engage early in the research process from concept and outline development to finalization
V. Publication and Finalization Support
* Collaborate with editorial and communications teams to prepare outputs for design and dissemination
* Review near-final drafts to ensure publication readiness
* Where feasible, review full product series to enhance efficiency and consistency
Deliverables
* Fully drafted and edited reports and knowledge products that meet ACET's editorial standards.
* Annotated outlines and writing frameworks where needed.
* Feedback and redlined versions of working drafts showing tracked changes and editorial notes.
* Support to researchers in shaping written outputs for key audiences.
Profile / Qualifications
* Extensive experience with examples of high-quality technical writing on the topics of economics and development policy
* Advanced writing and editorial skills in both English and French, with demonstrated experience producing research-based publications for think tanks, multilaterals, or policy organizations.
* Strong understanding of and interest in the topics of economic management and governance across Africa
* Ability to collaborate effectively with multidisciplinary teams and synthesize complex inputs into a unified narrative.
* Attention to detail, with a strong grasp of structure, clarity, and tone.
* Familiarity with ACET's writing style, editorial guidelines, and transformation agenda is an asset
* Working knowledge of other languages (particularly Arabic and Portuguese) is a plus.
* Strong time management and ability to meet deadlines in a flexible, project-based environment
* Strong ability to interpret and communicate macroeconomic and fiscal analysis; economic transformation and structural change and political dynamics
* Experience working with data-driven reports and complex analytical outputs
Reporting and Coordination
The Technical Writer will join a pool of freelance editors and writers managed by the Knowledge Management team, reporting to the Senior Editor. The postholder will work closely with the EMG and Communications teams depending on the product. They will be engaged early in the process, typically after an annotated outline is developed, and will turn technical inputs or rough drafts into cohesive, well-structured narratives.
This role goes beyond language editing - it involves shaping content from the outset to ensure clarity, consistency, and flow.
It is a flexible, project-based position, with assignments scheduled based on need and availability. Products may be bundled to streamline delivery. The writer should be available for periodic check-ins with the Senior Editor and Knowledge Manager to manage timelines and review progress.
Consultant's Input
The Consultant will be expected to provide all equipment required to effectively undertake the requested work, including a suitable workspace, laptop, and any other necessary materials to fulfill the Terms of Reference.
