The RFP covers the procurement of an external E-learning Development Service Provider to support Start Network over an 18-month period. The provider will design, update, and maintain high-quality SCORM-based e-learning modules, adapt existing courses, support translations, and provide instructional design advice, primarily for delivery through the Kaya learning platform.
1.1 PURPOSE
Start Network is a UK Charity & Company limited by guarantee, operating as a global
networked organisation. Start Network has more than 140 member organisations
across five continents, ranging from large international humanitarian agencies to
national NGOs. Start Network’s mission is to transform disaster response through early
and fast humanitarian financing, innovative ways of working, and a radical shift of
resources and decision making to communities and organisations at the frontline of
crises.
Start Network seeks to establish a one and a half-year service contract with an
experienced e-learning developer to provide ongoing, flexible support for the design,
development, adaptation, and maintenance of e-learning content. This includes:
• Creating new SCORM e-learning modules and developing translated e-learning
modules,
• Updating or improving existing Start Network learning content,
• Making edits and enhancements to courses currently published on the Kaya e-
learning platform (including to course pages),
• Providing technical support, troubleshooting, and design recommendations, during
this module development or revision process.
This contract supports Start Network’s commitment to high-quality, accessible learning
resources across programmes, including crisis financing, disaster risk financing,
anticipation, localisation, and other humanitarian and development themes.
1.2 SCOPE OF CONTRACT

2. INSTRUCTIONS FOR BIDDING
2.1 TIMESCALES
Bidders are requested to review and respond to sections 3 and 4, with completed
sections and requested documents submitted via email (no hard copies required) to
Operations@startnetwork.org.

2.2 START NETWORK NOT BOUND
This Request for Proposal (RFP) does not constitute an offer and Start Network does
not bind itself to accept any proposal. Start Network reserves the right to accept a

proposal in part, rather than in full. If you have any questions in the meantime, please

2.3 CONFIDENTIALITY
Documentation in relation to this RFP and any proposals received in response to it shall
be treated as private and confidential save where the disclosure is required by law.
Bidders shall not:
• Release any information relating to the RFP and the proposal that they intend to
make; other than with professional advisers who need to be consulted with regards
to the preparation of the proposal;
• Canvass directly or indirectly with any other bidder concerning the award of a
contract;
• Canvass directly or indirectly with a member of Start Network’s staff (including its
consultants and contractors) concerning the award of the contract.
2.4 CONFLICT OF INTEREST
Start Network and any bidders shall declare any conflicts of interest as soon as
practicable, to allow for the efficient management of any potential/actual conflicts

The formal contract will be as mutually agreed, for this type of service contract a 1.5
year, over-arching contract is agreed and signed, with individual scope of works signed and
agreed related to each distinct piece of work contracted.
3. TERMS OF REFERENCE (TOR)
3.1 SCOPE OF WORK
Under this two-year service agreement, the contracted e-learning developer will be asked to
support with:

• Designing and creating interactive e-learning modules from storyboards and other
content developed and supplied by Start Network,
• Developing SCORM e-learning packages,
• Development of translated e-learning modules, with translation and any other
content supplied by Start Network team, in XLIFF or other relevant formats,
• Supporting content design, storyboarding, and technical structuring,

• Building modules aligned with Start Network guidance and branding.
2 Updating Existing Courses
• Editing or improving existing e-learning content,
• Fixing technical issues or updating outdated materials,
• Optimising SCORM modules for improved user experience.
3 Kaya Platform Support
• Uploading courses,
• Drafting or editing Kaya course pages.
4 Advisory Support
• Providing recommendations on e-learning structure,
• Suggesting learner centred design improvements and input into storyboard drafts,
• Advising Start Network teams on course structure and feasibility.
The volume and nature of work will vary and will be commissioned on an adhoc basis
across the 18-month period.
