You in this role
The Advisor, Capacity Development, develops and delivers capacity building programming to support the objectives of the Green Municipal Fund's Sustainable Affordable Housing initiative - a nation-wide program that helps affordable housing providers to take on energy efficiency projects.

The Advisor collaborates with a cross-departmental team, regional and national affordable housing associations and other external stakeholders to design and deliver resources and activities that meet affordable housing providers where they are and help them move forward. This includes convening municipalities, not-for-profits, and housing cooperatives to learn from peers and experts, designing practical tools and training to deepen knowledge and skills, and facilitating technical coaching and guidance that strengthens project readiness and decision-making. It also includes developing and publishing resources and reports that mobilize knowledge nationally and showcase the impact of energy-efficient housing solutions. The Advisor is responsible for developing and maintaining relationships with external partners, monitoring and reporting on the impact of capacity development activities and supporting internal knowledge management.

What you'll be doing
* Contribute to the strategic direction for capacity development programming in GMF's Sustainable Affordable Housing initiative, including priority setting, delivery approaches and partnership strategies that respond to housing provider needs and complement available funding offers.
* Lead the development and delivery of knowledge resources (e.g. case studies, guides) and learning events and activities that support affordable housing providers at different stages of readiness to plan and implement energy-efficient and resilient housing solutions.
* Collaborate with and support colleagues to design and deliver webinars, e-courses, workshops, training, technical coaching, peer-learning, in-person learning forums for municipalities, non-profit organizations and housing cooperatives.
* Manage partnerships for the Regional Energy Coach program and contribute to efforts to secure its implementation as a sustainable, nationwide coaching model for the affordable housing sector, with a focus on energy efficiency, climate mitigation and climate resiliency.
* Develop and deliver program content for FCM events and affordable housing sector events. Empower and support GMF staff delivering capacity development activities and services for affordable housing providers and municipal staff and elected officials.
* Maintain up-to-date knowledge of the affordable housing sector (especially as it relates to energy efficiency, climate resiliency and innovative financing approaches) and of leading capacity development tools and approaches.
* Develop and maintain network of housing providers, businesses and associations who are leaders in the sustainable affordable housing field.
* Identify and develop partnerships for training and delivery of other capacity development activities in priority areas related to GMF's Sustainable Affordable Housing initiative.
* Review and analyse trends from GMF supported initiatives for the purpose of producing new capacity development products and services based on best practice and lessons learned.
* Measure and report on the outcomes of capacity development activities based on established performance measurement frameworks and tools, and use quantitative and qualitative data to continuously improve program design and delivery.
* Promote and support organizational collaboration on internal knowledge development, brokering and sharing activities.
* Contribute to cross-departmental work planning and reporting in support of GMF program objectives.
* Report to the Manager, Capacity Development, and ensure programming alignment with the strategic direction of GMF's Community Efficiency and Leverage Programs. Ensure the Manager is informed of emerging issues, relationships and opportunities.
* Collaborate on the oversight of an operating budget for capacity development activities and support the Manager, Capacity Development with budget projections and financial reporting.
* Contribute to FCM's commitment to becoming a leading anti-racist, equitable and inclusive organization and design capacity development activities to help municipalities and housing providers deliver equitable outcomes through GMF-funded projects.
* Collaborate with colleagues across the GMF team and in other FCM programs to ensure a coordinated and complimentary approach to FCM engagement with external partners and our membership.

Your skills make us better
Need to have:
* Masters' Degree (or combination of education and experience) in environmental studies, planning, public policy, or related field with strong background in organizational learning, adult education, or equivalent.
* Five to eight (5 - 8) years' experience in a relevant role (e.g., affordable housing provider, municipal/provincial/territorial housing authority, urban planning, organizational learning, information/knowledge management, training/capacity building) that requires facilitating information and knowledge exchange within or between organizations, conducting research and developing training materials.
* Demonstrated experience designing and facilitating online and in-person activities such as participatory forums, workshops, online courses and/or training sessions for capacity development and knowledge sharing.
* Strong understanding of the structures, machinery, regulatory environment and function of affordable housing in Canada, as well as an understanding of the interests of municipal governments related to energy efficiency and affordable housing.
* Excellent communication and presentation skills (written and oral). Includes the ability to coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to high-level audiences.
* Experience in negotiating and maintaining partnerships, and/or demonstration of relevant skills including planning, group facilitation and consensus building, active listening, problem solving and conflict resolution.
* Ability to spearhead and work independently on projects, including strong project management skills and ability to handle multiple tasks.

Nice to have:
* The ability to work in both official languages (English and French) is considered a strong asset.
* Understanding and experience related to capital development and asset management strategies in the affordable housing sector, particularly for energy efficient retrofits.
* Strong analytical skills and ability to apply these to both strategic and operational decision-making.
* Experience working in an evidence and results-based environment, and/or in monitoring and reporting on program outcomes using results-based management frameworks and tools.
* Experience working with technical experts and consultants to distill content into accessible case studies, guidance documents, and training materials for non-technical audiences.
* Experience using knowledge sharing tools and platforms (e.g., Learning Management System, Client Relationship Management Database e.g. CRM365, data visualization software e.g. Power BI).
* Ability to administer small budgets, allocating funds for events or travel support, correcting for variances as needed.
* Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
