General description of the context
The crisis in Syria, now entering its 14th year, remains one of the world’s most complex humanitarian emergencies. While active frontlines have stabilized in some regions, the situation is far from resolved. A combination of localized hostilities, a collapsing economy, and the long-term aftermath of the February 2023 earthquakes has driven humanitarian needs to record levels, with over 16 million people requiring assistance across the country.

Since 2019, INTERSOS maintains a strategic presence in high-need areas, focusing on regions where infrastructure damage and displacement have severed civilian access to essential services. Currently, operations are centered in Rural Damascus, Hama and Idlib governorates: Addressing the needs of returnees and long-term displaced populations and Managing emergency responses in areas with high densities of Internally Displaced Persons (IDPs).

With established offices in Damascus and Hama, INTERSOS ensures a rapid response capacity and a wide geographical footprint to reach the most "hard-to-reach" enclaves.

INTERSOS is currently implementing multi-sectoral programs funded by international donors such as ECHO, AICS and SV.

The intervention strategy in Syria prioritizes Community-Based Mechanisms, empowering local committees to identify risks and lead their own localized response efforts. These interventions are designed to bridge the gap between emergency relief and early recovery:

Health: Supporting Primary Health Care Centers (PHCCs) through the provision of essential medicines, medical equipment, and the rehabilitation of damaged clinics. This includes Mobile Medical Teams (MMTs) to reach remote areas.

Protection: Running integrated protection programming, including Gender-Based Violence (GBV) prevention, specialized Child Protection (CP) case management, and legal assistance for civil documentation.

Psychosocial Support (PSS): Providing structured PSS activities for children and caregivers to address deep-seated trauma and "toxic stress" resulting from prolonged displacement.

Livelihood:Providing vocational, on-the-job and entrepreneurial training with the provision of start-up kits or small grants to enable the most vulnerable to launch their business.

General purpose of the position

Ensure quality support to both pre- and post- award grants and partnership functions.
Support teams on donors’ compliance, reporting, proposal development and information management including for local partners.
Provide administrative support to the grants team and assist with the overall management of the grants and portfolio.

Main responsibilities and tasks
• Manage procedures and systems to support the grants management with attention to the optimizations to increase effectiveness and accountability of programs
• Support in each institutional donors projects proposal writing focusing on the programs, financial and logistics requirements, proposal consistency among all components and compliance with the donors guidelines
• Monitor expenditures and financial procedures on institutional grants to guarantee the respect of donors’ requirements and compliance
• Support the preparation of budget amendments and variations to be submitted to donors’
• Upload and archive projects documentation on drive and on INTERSOS Management Platform (IMP)
• Maintain an up-to-date comprehensive Database of donors guidelines relevant to the mission. Maintain and update comprehensive online information management and filing systems, ensuring all relevant documentation and key communications are appropriately filed both for INTERSOS and partner grants
• Ensure colleagues have access to relevant records and information
• Support the use of grants/projects management tools to ensure accurate tracking of opportunities, reporting and programmatic adjustments through the project life cycle
• Support the Grants and Reporting Manager with close monitoring and reporting on institutional and private grants spending and share concerns timely
• Assist with research and information gathering relative to proposal designs and development
• Perform monitoring visits and trainings related to the donors rules where required
• Ensure that information on donors communications, changes in regulations and meetings or events are disseminated
• As needed assist with daily administrative tasks including organizing online files, recording, and distributing meeting notes, setting up partnership meetings etc.
• Check reports and project documentation accuracy and prepare all the documentation to be provided to donors and related to reporting, and ensuring consistency among all components of the report, including financial and logistics. Perform other duties as may be assigned by the Grants and Reporting Manager / Country Program Coordinator

Education
• BA in International Affairs, Development, International Political Economy or other relevant field

Professional experience
• 2 year’s relevant work experience in grants or administrative department preferably in the humanitarian sector

Professional requirements
• Proposal and report writing knowledge
• Familiarity with international donors is preferred (experience with AICS, ECHO and CBPF as particularly relevant)
• Essential computer literacy (word, excel and internet)

Languages
• Strong writing and editing skills in English with close attention to detail.
• Italian lanaguage is considered a strong asset

Salary Grid: 06 - 2.258€ - 2.447€ monthly gross

R&R
INTERSOS staff required to work for extended periods at duty stations under hazardous, stressful and difficult conditions are granted a regular and mandatory period of Rest and Recuperation (R&R). This is due to protecting their health and well-being and ensuring optimal work performance upon the resumption of their duties, while, at the same time, preserving the operational readiness of the Organisation. R&R benefits are not financial compensation for the degree of hardship and insecurity of a duty station. Eligibility: staff members recruited as international field staff whose contract states one R&R Duty Station as the main Duty Station and whose contract duration is equal to or longer than 4 calendar months. R&R: 7 days of psycho-physical recovery every 12 weeks + 1000€ allowance.

Salary : The monthly remuneration is defined, for each position, according to the standard salary grid and function grid, taking into account the experience of the selected candidate. It is communicated during the HR interview, or at any rate during the first stage of the selection process.

Transportation Round-trip flights for the humanitarian worker and partner. For any mission lasting at least 9 months, an additional flight ticket to the Country of residence and return to the mission is covered by the Organisation for the humanitarian worker.

Medical insurance Injuries and death insurance; civil liability insurance, reimbursement for vaccines, medical certificate and PCR test for deployment; psychosocial support on request for the humanitarian worker.

Visa INTERSOS covers the costs and visa support for the humanitarian worker.

Annual leave :2.5 days per month

Induction Online orientation course: each new staff member receives preparatory training before departure, adequate to provide the necessary information related to the structure of INTERSOS and the main decision-making processes and working tools, in order to facilitate entry into the Organisation.

Note 1 INTERSOS applies a “Learning & Development Policy” which includes the possibility to receive capacitation and participate in internal and external training. Priority will be given to Staff working for INTERSOS for over two years.

Note 2 The categorisation of Family, Non-Family, and Accompanied Duty stations is subject to security criteria, access to health and education services, and is non-negotiable.
