Position/Title: ESMF – Senior Environmental and Social Specialist
Project/Office: Employment Support Project (ESP) under the Ministry of Labor and Social Protection of Population
Project Implementation Unit:
The PIU will be responsible for the procurement, financial management, social and environmental requirements, as well as monitoring and regularly reporting on the implementation of the three components, in compliance with World Bank fiduciary and reporting requirements.
Responsibilities and tasks:
The followings are the responsibilities of Senior ESF Environmental and Social Specialist:
Oversee compliance with the Project Environmental and Social Management Framework (ESMF), Project Environmental and Social Commitment Plan (ESCP), and Stakeholder Engagement Plan (SEP) by the project and its contractors and implementing partners.
Oversee project activities and policies related to gender sensitivity, inclusion of vulnerable groups in the Project, stakeholder engagement and social analysis.
Promote implementation of screening procedure which minimizes potential negative social impacts and maximizes potential positive benefits of the Project, including development/update of relevant sections of the Project Operations Manual.
Lead the design and conduct stakeholder engagement activities as detailed in the Stakeholder Engagement Plan, including stakeholder consultations and consultations with Project Affected People (PAPs) on project activities, social safeguards issues and other issues with potential social safeguards implications.
Maintain a Grievance Redress Mechanism for the Project (GRM), monitor implementation and ensure that citizens, including groups that may be excluded, are able to provide unrestricted feedback on a wide range of issues. Coordinate the implementation of the GRM at all levels, maintain a database of project-specific complaints and report on the progress of the implementation of the GRM.
Undertake regular field visits to project sites to assess social impacts and verify social monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable.
Keep records of social supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of MLSPP, the World Bank, and national authorities.
Prepare regular safeguards monitoring reports for the MLSPP, including preparation of the social safeguards, gender sensitivity and beneficiary engagement content of project progress reports submitted to the World Bank.
Provide training and capacity building on social issues and social safeguards to staff of MLSPP and project partners.
Visit the project sites to evaluate the progress of project activities and their compliance with project objectives and workplans.
Coordinate with other key actors involved in project monitoring and evaluation activities including surveys under the implementation of the related Project components. Ensure execution of the relevant instructions of the MLSPP and the World Bank.
Liaise with the implementing units (e.g. State Employment Agency) to obtain the necessary information/data for the monitoring of the project implementation on a monthly basis.
Contribute to the activities on monitoring of project implementation and in update of project results framework in compliance with the Financing Agreement, POM and strongly follow the Project Monitoring and Evaluation Plan.
Contribute to the preparation of regular Project Implementation Report for the WB and in a format acceptable to the World Bank.
Prepare monthly short reports on the project results framework data and other data requested by the WB.
Support compilation and analysis of project implementation data and prepare progress reporting to the MLSPP and the World Bank.
Minimum requirements to become an eligible candidate for the position of PIU Senior ESF Environmental and Social Specialist:
Resident of Azerbaijan, ability to communicate freely in Azerbaijani and English languages;
At least bachelor's in social science, sociology, social work, economics or other relevant social discipline;
At least 5 years of work experience in a relevant field;
Experience with social sustainability issues in development projects, including gender sensitivity, inclusion of vulnerable groups, stakeholder consultation, citizen engagement and grievance redress;
Preferably experience with social safeguards policies of International Financial Institutions and with ensuring project compliance with social safeguards requirements;
Preferably experience with project evaluation studies (e.g. impact evaluation, process evaluations);
Good command of national social legislation;
Excellent analytical, organizational and communication skills;
Ability to write reports.
The duration of the full time (time based) assignment is till December 31, 2029, with 3 months of probation and further extension subject to satisfactory performance.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
