Human Rights Investigations Team Lead (Consultant)

LOCATION: Global (Remote – applicants based in Syria, Lebanon, Jordan, Iraq, and Egypt will not be considered due to data security concerns)

About the Consultancy:
SJAC is seeking a Human Rights Investigations Team Lead consultant to lead its Data Analysis and Investigations team. The Human Rights Investigations Team Lead will lead the workflow of the team’s processing and analysis of documentation of human rights violations, including by reviewing investigations conducted by team members and leading the hiring, training, and onboarding of new investigators and analysts. The consultant will also use OSINT tools to verify and investigate incidents of war crimes or human rights violations and conduct in-depth analysis based on this open-source documentation. Documentation will be labelled and stored within a special database using SJAC’s methodology.

The Human Rights Investigations Team Lead may work hours on their own schedule; however, they should be available for pre-scheduled meetings on a weekly basis. The consultant should expect to work between 140 and 160 hours per month.

Initial agreements will be offered through August 2026, with the possibility of extension based on performance and availability of funding.

General Duties and Responsibilities:
• Monitor the Data Analysis team’s workflow and work progress;
• Conduct investigations, review investigations conducted by other team members, and participate in requests for information by law enforcement agencies;
• Assist in hiring, training and onboarding new investigators and analysts;
• Collaborate with the Legal Director to develop SJAC’s methodology for tagging and labeling content;
• Process pieces of documentation into the SJAC database;
• Piece together evidence in SJAC’s database to investigate incidents of alleged war crimes or human rights violations, and assist in writing reports on these investigations;
• Review content (videos, pictures, reports, sound files, etc.) and extract information for use in analysis;
• Accurately tag and label different pieces of information in the database according to SJAC’s guidelines, methodology, and standards;
• Understand the context and background in which the content was created;
• Aggregate different pieces of information into groups and categories;
• Work with other team members to address and resolve complex issues encountered during analysis;
• Collaborate with team members to address and resolve complex issues and report on system bugs, and participate in testing of SJAC’s apps;

Qualifications:
• Proficiency in Arabic (spoken and written Syrian Arabic) and English (especially written) are musts;
• Knowledge of Syria and the Syrian conflict required, knowledge of Syrian security agencies under the former government a plus;
• Knowledge of Syria and the Syrian conflict (including Syrian Arabic dialects); knowledge of enforced disappearance in Syria by the Assad government or ISIS is a plus;
• Knowledge of gender-based violence and the ability to produce gender-sensitive analysis of the Syrian context preferred;
• Willingness to review and analyze graphic content;
• 3-5 years of research or data entry experience;
• Experience in management roles a plus;
• Proficiency with database software and online user interfaces;
• Strong work ethic and commitment to accuracy and detail;
• Ability to handle confidential information;
• Ability to function professionally and effectively with co-workers and supervisors;
• 5+ years of experience working on open-source investigations;
• Proficiency with OSINT tools, software and online user interfaces.
