Context:
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization. IOM supports migrants across the world, developing effective responses to the shifting dynamics of migration and, as such, is a key source of advice on migration policy and practice.

Private Sector Partnerships and Fundraising Division:

The Private Sector Partnerships Division (PSP) sits within the Department of Strategy and External Engagement under the overall oversight of the Director General. PSP builds partnerships with the private sector that enable IOM's strategic priorities and engage the private sector as a key stakeholder in migration through impactful and innovative partnerships. PSP leads strategic outreach and engagement with the private sector and provides Headquarters, Regional and Country Offices with assistance and expertise relating to initiating, establishing and maintaining partnerships with the private sector. PSP is responsible for the development and implementation of IOM’s Private Sector Strategy which provides a framework for how IOM engages with the private sector to support safe, orderly and regular migration. PSP oversees engagement with the private sector, establishes and coordinates IOM’s private sector partnerships due diligence process, builds staff capacity in private sector partnership-building and oversees the Goodwill Ambassador programme and celebrity partnerships.

The private sector engagement strategy 2023 – 2027 sets forth a proven approach based on three main pillars – impact, income and innovation. The strategy assists IOM to enhance partnerships with the private sector to foster change in corporate values and practices; enhance protection of migrants’ rights; generate innovative technical partnerships that capitalize upon business expertise and capabilities and grow flexible funding that can support programme implementation and impact globally and advance implementation of the Global Compact for Migration.
Under the direct supervision of the Head of PSP, the Private Sector Due Diligence and Compliance Officer support the implementation of IOM’s Private Sector Strategy through due diligence guidance and supporting the partnership building process at IOM.

Responsibilities:

Responsibilities and Accountabilities:

PSP Due Diligence Policy Development and Implementation:
1. Coordinate private sector due diligence research activities, supporting compliance with organizational standards (e.g., coordinating to support to Country Offices and PSP Focal Points, ensuring on-time pipeline allocation and turn-around of due diligence requests, updating and maintaining a due diligence database, responding to queries over the interpretation of the due diligence process, among others).

2. Coordinate the regular review and update of due diligence instructions and frameworks, by engaging with relevant stakeholder, identifying systemic issues and constraints to efficient and effective implementation, evaluating emerging risk, and analysing lessons learned as well as UN-wide best practices to present findings and strategic recommendations to the Head of PSP with the aim of maintaining the highest standards of integrity and compliance.
3. Carry out research for prospective private sector partners to verify compliance with IOM’s due diligence by screening against exclusionary criteria, preparing risk assessments and coordinating with relevant department and thematic experts for the preparation of risk treatment plans and thematic reviews.
4. Participate in interagency and interdepartmental discussions related to due diligence policies and risk management practices for private sector engagement, working under the leadership of the Head of PSP, contributing to increase coherence among the different stakeholders within the organization and across the broader UN.

Private Sector Partnerships Compliance:

5. Provide initial guidance on the application of pre-approved legal templates for partnership development at IOM HQ, regional, and country offices, identifying matters that may warrant further review by Legal, Finance, or other relevant divisions and support the development of new templates and engagement modalities.
6. Provide advice to PSP focal points and other colleagues in IOM HQ, regional, and country offices, to support alignment of all private sector engagements with organizational and UN values, avoid unfair advantage or implied endorsement, and proactively flag risks of green-washing or blue-washing.
7. Engage in interdepartmental discussions with Legal, Finance, and other stakeholder to address complex contractual considerations, as they relate to private sector partnerships, and align innovative partnership modalities to IOM’s rules and regulations.
8. In coordination with LEG support discussions for market access contributing to the alignment of IOMs private sector engagement with IOMs constitution, values and operational principles.

Capacity Building and Knowledge Management:
9. Coordinate the development and delivery of capacity-building initiatives, including training and knowledge products, to strengthen due diligence awareness and expertise across Headquarters, Regional, and Country Offices.
10. Contribute to broader PSP knowledge management efforts to ensure IOM COs and ROs have access to up-to-date PSP materials, including the management of IOM’s due diligence screening database.
11. Assist external communications, including contributing to the development of letters, e-mails, presentations, talking points, and visibility materials.
12. Perform such other duties, as may be required.

Qualifications:

Required Qualifications and Experience:

Education:
• Master’s degree in Law, International Relations, Business Administration, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
• A minimum of five years of relevant experience in Corporate Social Responsibility, environmental, social, governance reputational or financial compliance risks research and intelligence, due diligence and risk assessment or risk analysis, risk management, market research, quantitative analysis, and project management;
• Experience drafting, reviewing, and providing inputs to legal documents, including donations and partnerships agreements between Intergovernmental Organization (IGOs) and private sector entities; and,
• Fundraising/marketing communication experience in an international organization.

Skills:
• Demonstrated understanding of public, private, governmental and non-profit organizations including their corporate structure, ownership, governance and control mechanisms;
• Demonstrated ability to effectively communicate orally and in writing;
• Proven ability to effectively manage relationships with fundraising partners and senior-level staff;
• Familiarity with IOM’s programmatic work;
• Solid knowledge of UN system values, policies, rules, regulations, and procedures;
• Proficient knowledge of current theories and practices in socially responsible investing and social, environmental, and governance issues;
• Proven ability to conceptualize, plan, and execute ideas, as well as impart knowledge and teach skills; and,
• Solid understanding of how the private sector can create value in both the development and humanitarian spheres.

Languages:
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, and Spanish).
For this position, fluency in English is required (oral and written).

Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
