The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. Efficient implementation of electrification and distribution programs depends on reliable geospatial data, integrated infrastructure databases, and real-time monitoring systems.
MoED intends to apply part of the proceeds for consulting services ("the Services") which include procurement of a GIS & Data Systems Specialist (Individual Consultant) assignment for a period of Twenty-four (24) months. The objective of this assignment is to ensure that electrification and distribution investments under ASSIST are supported by reliable, integrated, and decision-ready geospatial and infrastructure data systems that improve planning accuracy, reduce implementation delays, prevent duplication of works, strengthen contractor supervision, support progress verification and disbursement processes, and enhance visualization for Government and development partners

4. MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
5. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications, copies of the appointment letter (s) and evidence of experience, Contract (s) reference(s), or completion certificate(s) of the current or most recent employment.
6. The individual consultant will be selected in accordance with the Open International Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:
i). A University degree in GIS, Information Systems, Computer Science, Engineering, Geography, or related fields is required.
ii). The Specialist shall have a minimum of seven years of demonstrated practical experience in geospatial data management for infrastructure projects, with preference given to experience in electrification and power distribution programs. Experience in GIS database architecture, asset management systems, interoperability between GIS, MIS, and ERP platforms, field data ingestion, as-built verification, and operational use of QGIS or equivalent platforms is required.
iii). At least 5 years of demonstrated hands-on implementation experience in GIS systems for infrastructure projects.
iv). Equipment & Professional Insight. High-Accuracy Hardware: Knowledge of GPS-enabled tablets and external GNSS receivers to ensure exact location data in difficult environments
v). Experience in geospatial data migration from PostgreSQL/PostGIS to enterprise GIS platforms.
vi). Experience in Utility Network or equivalent electrical network modelling
vii). Proven experience delivering operational GIS systems (not only design).
7. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank's Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and February 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
