Background

The Liberia Electricity Corporation (LEC) has secured financing from the World Bank under the Saint Paul 2 Hydropower Project. Part of the proceeds will be applied to Consulting Services for a Deputy Environmental and Social Manager for the support of the development of the St Paul Two Hydropower Project as part of the RESPITE LIBERA PIU.

The objective of the Deputy Environmental and Social Manager will support the Environmental and Social Manager and existing safeguards staff, who currently work across multiple projects

The position will have primary responsibility for SP2 HPP–related resettlement and ESIA oversight, including coordination and knowledge transfer among the ESIA, RAP, and Early Baseline Study consultants, while also contributing to environmental and social safeguards supervision across the broader RESPITE and LESSAP portfolio.

As this engagement relates specifically to the SP2 Project Preparatory Advance, the duration is limited to ten (10) months. Renewal or a longer term agreement may only be considered once the full SP2 program is established and will be based on the consultant's performance and the needs of the position.

The Liberia Electricity Corporation (LEC) now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Qualifications, Experience, and Competencies:

The Deputy E&S Manager should have experience in the development of ESIAs, ESMPs and RAPs in the energy sector. He /she needs to have in-depth knowledge of international standards (World Bank Environmental and Social Framework, World Bank Group General EHS Guidelines and applicable Sector Specific Guidelines, ILO Standards (including OHS requirements), EPA requirements/obligations etc.) and of the Liberian laws and regulations as well as experience of the Liberian land tenure system. The selected consultant shall meet the required minimum qualifications and have a proven track record in completion of similar positions in comparable projects as below:

An environmental or social sciences master degree (MSc) from a recognized university in an appropriate discipline such as biology, environmental studies, natural resource management, geography, sociology or other relevant disciplines. Higher education degrees on the discipline or relevant subjects will be an advantage.
Minimum 15 years of work experience of which at least 5 years of hands-on work experience in the development of ESIA's, ESMP's and RAPs gained from working in various countries. The Socio-economic experience and RAP development will be a must.
Experience with managing multi-discipline and multi-cultural projects in developing countries with at least several of these projects need to have had financing of an international financing institution.
Experience in preparatory processes for Nature Reserves to enable future carbon and nature credit development and trading, including understanding of nature credit methodologies, project development procedures, and applicable legal and regulatory requirements.
Experience in developing RAP budgets and preparing RAP implementation schedules for physical relocation of at least 50 households (not just economic displacement RAPs), etc.
Experience in overseeing site provisions for environmental, social, health and safety programs and to be able to demonstrate experience in capacity building.
Experience in working, communicating and collaborating with local and national authorities and experience on working with international funding agencies (preferably the World Bank, IFC) and various stakeholders.
Must be able to work in high-pressure situations.
Experience working in the region, particularly Liberia with an understanding of the work and cultural conditions.
Willing to stay for extensive periods (up to six weeks at a time) in field camps (tents) in the project areas to supervise and support the ESIA and RAP initiatives.
