TERMS OF REFERENCE
The consultancy is requested in the context of the European Commission's Technical Support Instrument (TSI) project, "Education Desegregation of Roma Children in Slovakia," that aims to support the Ministry of Education, Research, Development, and Youth of Slovakia to tackle the persistent segregation of Roma children in the education system.

Requirements:

Education:
• Master’s in education, data and statistics

Work Experience:
• Minimum 10 years in data analysis, preferably within the education or social sector.
• Demonstrated experience working with large administrative datasets (HMIS, EMIS, or similar).
• Experience with international organizations (UN, EU, World Bank)
• Experience with national education data systems is highly desirable

Language Requirements:
• Fluency in English is required

Knowledge/Expertise/Skills:
• Ability to translate complex statistical concepts into policy recommendations.
• Knowledge of statistical software packages and excel skills are mandatory
• Expertise in constructing composite indicators and proxy measures
• Proven experience of data analysis

Desirables:
• Experience in EU context
