The European Cooperative Society of Collective Interest “Humanitarian Logistics Cooperative,” also known as “hulo,” is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and regularly welcoming new members, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and implementing joint projects in the countries where it operates. At hulo, we believe that sharing and pooling resources and expertise among organizations contributes to increasing the performance of humanitarian logistics and the supply chain.

Our work is based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders who cooperate horizontally. Governance is distributed, based on consultation, shared responsibility, and voluntary commitment.

In our seven countries of operation, spread across three regions, we implement joint initiatives in the areas of procurement, human resources, and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives to address the most critical humanitarian crises. Finally, we are constantly developing digital solutions to serve the humanitarian community.

JOB DESCRIPTION

The MEAL Assistant's primary objective is to support the team in monitoring, evaluation, accountability, and learning from projects. They will contribute to ensuring that the hulo cooperative's activities are effectively monitored and evaluated, while also ensuring continuous learning. They will also ensure that accountability mechanisms are in place to guarantee that feedback, concerns, and suggestions are addressed.

MAIN MISSIONS

#1: Monitoring & Evaluation

• Work with the MEAL officer to create a common understanding of the purpose of monitoring and evaluation systems, as well as the elements needed to implement a successful system.
• Assist in the design and implementation of monitoring and evaluation tools.
• Support the department to review the relevance of monitoring systems and adapt internal procedures.
• Contribute to the drafting of monitoring and evaluation reports.
#2: Data Management

• Collaborating with missions to ensure monthly data collection in accordance with the MEAL project work plan.
• Participate in updating the tracking databases.
• Participate in regular data verification exercises to assess the quality of reported data and address any identified anomalies.
• Closely monitor the project's progress using standardized data collection tools and methodologies.
• Develop project monitoring and evaluation tools with the MEAL officer.
• To provide support on tasks or missions related to MEAL.
#3: Accountability

• Provide support, when necessary, for updating Hulo policies to comply with donor requirements and in line with existing member policies.
• Monitor trends in humanitarian accountability and protection policies.
• Provide ad hoc support to the ethics committee/supervisory board as needed and in accordance with the Accountability Focal Point
#4: Learning

• Facilitate and provide training on Hulo policies to all team members (training already created) and closely monitor the teams.
• Contribute to capitalizing on lessons learned and to the continuous improvement of projects.
• Help organize experience-sharing and training sessions for the team.
YOUR PROFILE

Education/Experience

• Associate's or Bachelor's degree in project management, international relations, humanitarian action, international development, or political science
• 6 months to 1 year of experience expected in similar roles
• Required experience in the humanitarian or non-profit sector
Required skills

• Proficiency in Microsoft Office required; Excel level expected: intermediate to advanced
• Understanding the principles of monitoring and evaluation
• Data management and integration
• Proficiency in tools such as Kobo Toolbox and Power BI is preferred.
• Fluency in French and English required
• Fluency in Spanish is a significant asset

• Ability to adapt in a dynamic and demanding environment.
HULO WILL OFFER YOU THE FOLLOWING CONDITIONS

A full-time salaried position

Based in Montreuil with the possibility of working remotely in mainland France.
Permanent employment contract under French law.
Executive status with an annual fixed rate based on 1607 hours per year.
Salary conditions:
Gross annual salary: €29,620 over 13 months
22 days of RTT (reduced working time) per year
AXA Mutual and Personal Protection Insurance (100% covered by Hulo)
Meal vouchers: face value of €8, 60% covered by Hulo
Specific conditions and skills: prolonged sitting, oral expression, work on a screen, telephone contact.
