DUTIES AND RESPONSIBILITIES:

This is a functional lead, authority-in-the-field type position designed to make critical impact in the Organization, and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):

• Advise the Secretary and, as required, the Secretary General and Assistant Secretary General through the Secretary for Multidimensional, on matters within the purview of the Department against Transnational Organized Crime and represents them when they so request.
• Advise the Secretary and, on all aspects of administrative issues pertaining to the operation of the Department, establishing and/or recommending work plans, operational and strategic policies and procedures towards the optimal utilization of technical, human and financial resources and their implementation, as well as the focalization of partnerships for development actions and cooperation in line with the OAS mandate, priorities, objectives and needs.
• Assists and is assisted by, ES/CICTE, ES/CICAD, and DPS as appropriate, in fulfilling their respective mandates as related to transnational organized crime, and as set forth in OAS General Assembly resolutions, Statutes, declarations and work plans of CICTE, CICAD and DPS.
• Establishes and maintains cooperative relations with the dependencies of the General Secretariat and with governmental or nongovernmental, national, and international institutions in areas related to its sphere of competence, in coordination with the Secretary for Multidimensional Security. In particular, works with the United Nations Office on Drugs and Crime (UNODC) to provide technical assistance and training to those OAS member states in need of assistance to comply with the United Nations Convention against Transnational Organized Crime and its three Protocols, the Hemispheric Plan of Action Against Transnational Organized Crime, and the Chapultepec Consensus.
• Promotes technical and financial assistance for OAS member states to combat transnational organized crime and its diverse manifestations, including coordination on drug trafficking, illicit manufacturing of and trafficking in firearms, ammunition, and explosives; trafficking in person; migrant smuggling; counterfeit goods, money laundering, illegal mining and crimes that affect the environment through the strengthening of their justice and criminal investigation systems.
• Provides technical secretariat services for the various political forums determined by international instruments or the mandates contained in General Assembly or Permanent Council resolutions or declarations on transnational organized crime, including, inter alia, coordination on trafficking in firearms (including the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials); trafficking in persons; migrant smuggling; counterfeit goods, money laundering; assistance to victims and witnesses.
• Lead, manage and oversee the development and delivery of services pertaining to the management of the department, including but not limited to approving expenditures for the area of work, programs, projects and/or work plans, assigning personnel and evaluating the quality of activities administered by the Department.
• Direct the planning, strategic development and structuring activities, programs and projects at headquarters and country level; identify and define support services needs; the implementation of best practices; vet and negotiate projects with services providers, suppliers and consultants.
• Formulate and/or supervise the preparation and implementation of projects, as well as the mobilization of financial and technical resources from Member States, Permanent Observer countries, other regional and international organizations and institutions, the private sector and civil society organizations to discuss and negotiate the provision of services and funding.
• Establish and promote concepts, strategies and instruments of horizontal cooperation as a critical element of partnership for development activities through the design and implementation of projects to respond to the needs of the Organization while ensuring proactive collaboration between the area of work and other OAS Secretariats and Departments.
• Identify and recommend innovative approach to meet the Organization’ needs for support and services, and solve problems based on experience and lesson learned.
• Direct and ensure the systematic collection and dissemination of information on department’s work, initiatives and accomplishments, with emphasis on achieving results, promoting effective exchange of experience and knowledge among Secretariats and Departments, international institutions/agencies and other involved and/or prospective partners.
• Make proposals and recommendations to the implementation of revised and/or new policies and procedures to the Secretary for Administration and Finance, taking into consideration best practices; and representing the OAS at regional and international meetings and consultative groups on subjects and issues in the area of competence.
• Lead and manage departmental professional and support staff, guiding, advising and motivating them, provide performance feedback to ensure proactive contribution and participation in departmental activities, review candidatures and recommend appropriate candidates for selection.
• Actively engage in the Performance Evaluation System: Provide leadership, guidance, coaching, and motivation to staff by regularly discussing performance and providing feedback; solve interpersonal conflicts; actively support the development and career aspirations of staff; and evaluate performance fairly. Also, the staff member should establish work expectations with the direct supervisor by defining individual annual objectives.
• Perform other related duties as assigned, including replacing and backstopping for others.

QUALIFICATIONS:

EDUCATION & EXPERIENCE:
Essential: First University Degree (Bachelor’s) in criminology, law, criminal law, international law, social sciences, political science, or a related field and 15 years of relevant experience at national and international levels, including leadership experience OR Advanced University Degree (Master’s and/or Doctorate) in one of the fields listed above and 10 years of relevant experience OR Doctorate and 6 years of relevant experience. Managerial experience.

Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work. Experience in a governmental, regional or international organization or institutions.

COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work.

LANGUAGES:
Essential: Proficient in at least two of the official languages of the OAS (read, write and communicate). Language Proficiency Examination will be required.
Desirable: Working knowledge of other two OAS official languages.

Professional Category: Remuneration = Basic Salary + Post Adjustment

• US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.

• Paid Annual Leave: 21 days from 1st year. Increase to 30 days within 5 years.

• Sick Leave and Parental Leave.

• Health Insurance: OAS pays 2/3 of premium.

• Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

• Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, home leave travel, dependency allowance, life insurance.
