The Government of Tonga, through the Ministry of Health, has received financing from the World Bank for the Health Enhancement and Resiliency in Tonga (HEART) Project (P180965 / E377-TO) to support health sector development. The Ministry invites eligible individuals to express interest in the Individual Consulting assignment: "1.3.04.01 To Map Resources available for NCD Strategy, identify implementation gaps and duplications" (reference TO-MOH-533821-CS-INDV). The assignment has an expected duration of 3 months, with an expected start date of November 2026. The full Terms of Reference are available at the Google Drive link provided in the notice.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including a CV describing qualifications and experience in similar assignments and conditions.

Selection criteria (as per the TOR): Qualifications (minimum requirement) 10 points; Experience 40 points; Expertise 50 points. The consultant will be selected through the Individual Consultant Selection method in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025, Sixth Edition). Where qualified individual consultants are unavailable, the Borrower may invite firms to provide qualified individuals. Applicants who are public servants must comply with Government of Tonga public service policies and eligibility and conflict-of-interest requirements, with any required resignation, release or approval completed before appointment. Advance Contracting (Clause 5.1) applies to this contract.

Short-listed candidates may be asked for additional information and may be called to interview; reference checks will be undertaken before engagement.
