Tearfund Eurasia and North Africa is recruiting a professional and qualified MEAL Officer to support its programmes in Iraq, covering operations in Erbil and Basra. The MEAL Officer provides technical support in Monitoring, Evaluation, Accountability and Learning, leading and implementing in-country project monitoring and data collection, and offering technical input into managing the MEAL components of the Iraq programme and projects. Working under the guidance of the Programme Quality Director and the Regional MEAL unit, the post holder works with regional and project team members to ensure effectiveness, efficiency, desired outcomes and progress towards impact in line with project design, donor guidelines and local law. Travel to and within multiple governorates in Iraq (KRI and GOI) is required, up to 50% of the time.

Requirements: Bachelor's degree in a relevant field; at least 3 years of experience in humanitarian and community development projects, specifically MEAL; proven experience working in and with small and diverse teams; field work and community and stakeholder engagement experience in monitoring and evaluation of development projects; experience developing and strengthening MEAL frameworks and accountability systems; strong knowledge of indicator refinement, tool development and assessment leading; experience on institutionally funded projects, proposals and reports (including DG-ECHO, GIZ and FCDO); evidence of facilitating or leading M&E trainings for staff and local partners; full proficiency in English and Arabic.

Skills: strong qualitative and quantitative data analysis; proposal writing, reporting and indicator refinement; organisational skills and ability to manage enumerators/contractors; IT and data management skills (Google Workspace / data tools); communication, diplomacy and cross-cultural skills; adaptability and composure under pressure in fast-changing field environments.
