Location: Goma, Democratic Republic of the Congo
The Norwegian Refugee Council (NRC) is an international non-governmental humanitarian organisation, present in more than 25 countries and working in the Democratic Republic of the Congo since 2001. Its programmes cover Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, WASH, and Information, Counselling and Legal Assistance (ICLA) for displaced populations.
Under the supervision of the Area MEAL Coordinator, the MEAL Officer (Data and Learning) ensures the quality, use and reporting of project data by implementing data management, learning and reporting systems. The role covers data management, learning activities and reporting at field and central level: consolidating, analysing, visualising and reporting data, and working with local partners and programme teams to document progress, impact and lessons learned.
Key responsibilities:
- Ensure the quality of data collected (assessments, targeting, monitoring, PDM, surveys, distributions); configure and deploy collection tools (Kobo forms, Excel databases); monitor collection daily and correct errors.
- Maintain programme databases for the area; clean data and document discrepancies; update reporting platforms (project tracker, Core Community, lessons-learned matrix, recommendations database).
- Support the set-up and management of e-voucher platforms (e.g. RedRose).
- Produce descriptive and exploratory analyses; build dashboards and visualisations (Excel, Power BI, Tableau); produce thematic maps and GIS products.
- Contribute to the area learning plan; document lessons learned and best practices; support After Action Reviews, lessons-learned workshops and project reviews.
- Support the preparation, data cleaning and analysis of evaluations, baselines, midlines, endlines and multisector assessments; contribute to monthly/quarterly and donor reports.
Requirements:
- Minimum 3 years of experience in data management or humanitarian MEAL.
- Experience with mobile data collection tools (Kobo Collect, ODK) and with data analysis and visualisation (Excel, Power BI, Power Apps, NVivo, SPSS).
- Experience with cash and voucher programmes, information management systems and GIS, and relational databases (Access, SQL Server, MySQL).
- Bachelor's degree in statistics, IT, data science, GIS, economics, M&E or a similar field.
- Knowledge of local languages is an asset.
