The WASH Technical Assistant supports the implementation of water, sanitation and hygiene activities through technical, administrative and organisational assistance. The role contributes to problem-solving, resource management and the sharing of technical knowledge for effective project delivery.
Responsibilities:
- Ensure adherence to NRC policies, tools, manuals and guidelines.
- Assist in implementing the WASH programme portfolio in line with the action plan.
- Prepare technical drawings, bills of quantities and cost estimates for the construction/rehabilitation/installation of water, sanitation and hygiene infrastructure, and contribute to drafting specifications.
- Facilitate, supervise and organise construction/rehabilitation/installation works for WASH infrastructure.
- Support the technical capacity building of skilled workers (e.g. masons, plumbers), unskilled workers and local communities.
- Carry out physico-chemical and bacteriological analyses of water facilities built/rehabilitated and in participating households.
- Collect and share weekly evidence and verification sources for WASH installations (photos, success stories, testimonies, minutes, GPS coordinates).
- Monitor the procurement of goods and services for hard WASH activities and give ongoing quality feedback to the line manager.
- Contribute to needs assessments and participant targeting through data collection/supervision to ensure data quality and reliability.
- Support local partners in implementing hard WASH activities.
- Contribute to data collection and checklists to ensure safe and inclusive programming (SIP) and follow-up of environmental screening recommendations (NEAT+).
Qualifications:
- Professional experience in WASH, with a focus on construction.
- Experience with an NGO, preferably international, in an emergency humanitarian context including displacement sites.
- Willingness and ability to travel and work regularly in the field in complex and volatile contexts.
- Fluent French (written and oral) and Swahili; knowledge of local languages in the intervention area.
- Minimum diploma in works engineering (equivalent to Bac+3) in civil engineering, rural engineering, hydraulics, public works or a similar field.
- In-depth knowledge of the humanitarian context in the assigned territories and health zones; knowledge of SPHERE standards.
- Proven knowledge of water quality and treatment.
- Experience with participatory methodologies with communities in construction work and team management.
- Proficiency in CAD (AutoCAD, SketchUp, ArchiCAD) and calculation software (Epanet, Robot SA), Excel and Word; knowledge of QGIS/GIS desirable.
- Good planning and monitoring skills.
