The Tony Blair Institute for Global Change (TBI) works with political leaders around the world, advising governments on strategy, policy and delivery to build more open, inclusive and prosperous countries. TBI is seeking a Country Security Manager (CSM) for Ukraine to provide effective, proportionate and high-quality security support to the TBI Ukraine team. This is a locally based role in Kyiv. The role reports to the Head of Operational Capability in London, with a technical reporting line to the Ukraine Country Director. The postholder is the principal in-country security adviser, supporting the Country Director and TBI in discharging Duty of Care responsibilities through practical security risk management, preparedness, business continuity and incident coordination.
Key responsibilities:
- Implement TBI's Global Duty of Care Policy and security requirements in Ukraine, aligning country arrangements with global standards.
- Maintain and embed the Ukraine Essential Security Package, including the Country Risk Register, SOPs, HRE Plan and contingency arrangements.
- Continuously monitor and analyse the security context, with attention to conflict and aerial threats, and produce concise, practical security updates for staff and leadership.
- Plan security for staff movements, programme travel, leadership visits and events.
- Build and maintain security networks in Ukraine, including INSO, OSAC, embassy security teams, peer organisations and authorities.
- Maintain crisis-management, business-continuity and contingency arrangements, including winter preparedness, evacuation, relocation and hibernation plans; act as principal in-country security focal point during incidents and lead after-action reviews.
- Deliver security briefings, onboarding and tabletop exercises, promoting a positive security culture.
- Coordinate specialist external support such as emergency evacuation and secure transport.
This is not a close protection role.
Requirements:
- At least five years' relevant security risk-management experience, mostly in volatile or conflict-affected environments.
- Strong understanding of Duty of Care and experience implementing security policy at country level.
- Experience developing risk assessments, security procedures, emergency plans and contingency plans, and practical incident management, emergency response and business continuity experience.
- Ability to translate complex security information into concise, decision-focused advice for senior leaders.
- Professional English proficiency (minimum CEFR B2).
- Able to be based in Kyiv; applicants must meet the role requirements in accordance with Ukrainian law and their individual mobilisation obligations. TBI cannot provide or facilitate mobilisation exemption, reservation or deferment.
Desirable: previous professional experience in Ukraine, experience delivering security training or exercises, existing relationships with Ukrainian and international security networks, business continuity experience.
