About the role: Within the Security and Safety Section, the Personnel Security and Investigations Office runs the ICC's background security screening (vetting) program. Under the direction of the Personnel Security Officer, the Personnel Security Support Officer will support the administration and management of the Court's background screening programs.
Key responsibilities:
- Analyse and enquire into personnel security clearances for everyone who needs access to ICC premises, systems or information.
- Carry out risk assessments, analytical reviews, interviews and investigations into discrepancies and situational risk factors. This includes open-source and social-media assessments.
- Liaise with internal stakeholders and Hiring Managers on identified risks and mitigation measures.
- Act as a point of contact for external partners, including national security agencies, INTERPOL and the AIVD.
- Prepare reports and analytical assessments.
- Support and oversee administrative processes for the screening programs.
- Investigate serious security and safety incidents and report on causes and recommendations.
Essential qualifications:
- Diploma of secondary education.
- At least six years of relevant experience in a vetting, investigation, analytical or security role. This should have been gained in a police service, military organisation, government agency or international environment. A university degree may replace up to two years of this experience.
- Expertise in background screening, complex risk assessment, investigations and interviews, and report writing.
- Strong analytical judgement, workload management, communication and teamwork skills.
- Fluency in English or French. Working knowledge of the other language is desirable. Another official ICC language (Arabic, Chinese, Russian or Spanish) or good Dutch is an asset.
Desirable: specialist investigation techniques (TSCM, OSINT, AI), knowledge of data protection law, training experience, and proficiency with spreadsheets, SharePoint and ShareFile.
The post is open to nationals of States Parties to the ICC Statute, or of States engaged in the ratification or accession process. The selected candidate must pass a Personnel Security Clearance process. Applications from women are particularly encouraged.
