Precision Development (PxD) is a rapidly scaling global nonprofit working with governments across Africa and Asia to close the last-mile gap in smallholder farming, delivering evidence-based information and tools that millions of farmers use to improve their lives. PxD is seeking a strategic, impact-oriented Country Launch Manager to lead the establishment and early growth of its flagship program in the Philippines. This is a founding, hybrid, full-time role based in Manila, at the intersection of research, data-driven service delivery, and institutional partnership. As PxD's first team member in the Philippines, you will represent the organization to government counterparts and key partners, and help design, launch, and scale inclusive, evidence-based agricultural programs.
Responsibilities:
- Support the development of PxD's founding presence in the Philippines, coordinating with legal, finance, and compliance teams on entity setup, banking, and regulatory matters, and help set the strategic direction for adapting PxD's work to the local context.
- Build and maintain senior-level relationships with government agencies, donors, and local partners; represent PxD in external forums including donor meetings, academic partnerships, and policy roundtables.
- Develop and manage partnerships and service provider relationships to support program delivery.
- Develop funding proposals and donor-facing materials.
- Contribute to or lead the development of an evidence-based impact strategy.
- Own end-to-end management of new programs, from design through delivery and impact measurement; lead rapid iteration of products and services tailored to the Philippine market.
- Contribute to the operational backbone of the country program: budgets, timelines, resourcing, vendor and partner agreements, and delivery milestones.
- Support recruitment, onboarding, and management of a high-performing, cross-functional team, potentially within a matrix management structure.
- Contribute to communications, fundraising, and PxD's institutional knowledge base, mentoring junior staff.
Requirements:
- Bachelor's or Master's degree in Economics, Agricultural Economics, Public Policy, Business Administration, International Development, Technology Management, Digital Transformation, or a related field.
- At least 7 years of professional experience in management, policy advisory, international development, public sector strategy, digital transformation, or agriculture.
- Proven experience leading digital development, technology-enabled service delivery, or data-driven programs.
- Strong understanding of evidence-based program design, research methodologies, and M&E.
- Proven ability to build and manage senior-level relationships with government institutions, donors, research organizations, and partners.
- Experience navigating local regulations and ensuring legal and operational compliance.
- Experience leading multidisciplinary teams and managing complex budgets and operational plans.
- Experience supporting the setup of a new country office or program from the ground up.
- Strong English writing and communication skills; working proficiency in Filipino/Tagalog.
- Willingness to travel to field sites; right to live and work in the Philippines (PxD cannot sponsor visas).
