Polish Humanitarian Action (PAH) is looking for a Head of Programmes for its Country Office in South Sudan (Juba). Full-time, employment contract, 6 months with possibility to extend.
The Head of Programmes provides strategic and operational leadership for PAH's programme portfolio in South Sudan, ensuring programmes are strategically relevant, technically sound, effectively implemented, adequately resourced, compliant with PAH and donor requirements, and accountable to affected populations. Working with the Country Director, HQ Head of Programs, Grants, MEAL and support departments, the postholder leads programme strategy and development, quality assurance, implementation oversight, business development, grants and partnerships, team management and external representation, and is a key member of the Country Senior Management Team.
PAH has operated in South Sudan since 2006, working in Jonglei State in WASH, Shelter/NFI, Food Security and Livelihoods, Protection and Education, and has led the Jonglei sub-national WASH and S-NFI clusters.
Key responsibilities:
- Lead country programme strategy, quality and implementation across WASH, Shelter/NFI, FSL and emergency response, including monitoring performance, budgets and risks.
- Lead the funding pipeline, concept notes, proposals and budgets; oversee grant performance with Grants and Finance; support partnerships and consortia.
- Manage and develop the programme team; build relationships with national and international partners and promote localisation.
- Represent PAH in clusters, working groups and with donors, government, UN agencies and NGOs.
- Ensure compliance with PAH policies and donor requirements; manage programme, operational and reputational risks; promote safeguarding, PSEA and accountability to affected populations.
Requirements:
- Minimum 7 years of humanitarian/development experience, at least 5 in field-based humanitarian programming, including 3 years as Project Coordinator/Programme Manager and 2 years in a Head of Programme or senior programme coordination role.
- Experience managing multi-sectoral programmes in complex or emergency contexts (WASH, Shelter/NFI, FSL preferred).
- Proven fundraising, proposal development, donor management and budget oversight; experience with ECHO-funded programmes.
- Strong MEAL, team leadership and representation skills.
- University degree in International Development, Humanitarian Affairs, International Relations, Social Sciences, Public Health or a related field.
- Excellent written and spoken English (C1 or above).
- Desirable: experience in South Sudan or East Africa, multi-location portfolios, consortia and localisation.
