The Norwegian Refugee Council (NRC) is an international non-governmental humanitarian organisation of Norwegian origin, present in more than 25 countries. It has worked in the Democratic Republic of the Congo since 2001, with programmes in Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, WASH, Food Security and Livelihoods, and Information, Counselling and Legal Assistance (ICLA) for displaced populations, across North Kivu, South Kivu and Ituri. Ituri, in the east of the country, borders Uganda and South Sudan and is among the most insecure provinces, with numerous armed groups active.
The Finance Coordinator, based in Bunia, works under the supervision of a Manager and supports the day-to-day management of the area's finance activities.
Responsibilities:
- Implement NRC systems and procedures in the area of operation and ensure compliance with NRC policies, manuals and donor requirements.
- Prepare and submit financial reports and analyses, including monthly and/or quarterly project financial reports.
- Supervise, manage and train the finance team; ensure the professional quality of the team's work.
- Prepare the BRS at Area level and advise sub-offices; carry out monthly BVA analysis and advise Budget Holders on financial follow-up.
- Work with managers on developing budget proposals and advise programmes on financial and budget management.
- Allocate common area costs and support Budget Holders with programme cost allocation.
- Manage NRC Ituri bank accounts and reconcile them.
- Verify payroll and ensure salaries are paid on time; ensure all state taxes are paid in full and on time under Congolese law.
- Prepare documents for and facilitate audits; participate in procurement committees.
- Maintain consistent electronic archiving of documents and contribute to the physical inventory of NRC assets.
Qualifications:
- University degree (5 years) in accounting, management, economics or a similar field (a lower degree with at least 6 years of relevant experience may be considered).
- At least 3 years of experience in a similar role, including as a Finance Coordinator in a humanitarian context and in complex, unstable environments.
- Good knowledge of IT tools (Excel, Word); English is an asset; knowledge of local languages is an asset; training experience.
- Good knowledge of taxation and financial regulations in the DRC and of the Congolese financial system.
- Must be of Congolese nationality.
- Good knowledge of the humanitarian and operational context in eastern DRC, particularly Ituri.
