The Senior Health Information Systems Officer will lead the design, implementation, and management of health information systems (HIS) and monitoring, evaluation, and learning (MEL) activities under the STRIDES Morocco Activity. The position will develop and oversee the project MEL framework, Performance Monitoring Plan, indicator tracking systems, and data quality assurance processes, ensuring that data are accurately collected, integrated, analyzed, visualized, and reported against agreed targets. The Officer will strengthen multisectoral health data systems and the accessibility, interoperability, and use of human and animal health surveillance information for timely disease prevention and outbreak response. Working closely with the project team, government counterparts, partners, PATH, FHI 360 headquarters, and the donor, the Officer will synthesize evidence for adaptive management, lead performance reporting, support workplan development, and build the capacity of staff and in-country partners in HIS and MEL approaches.
Key responsibilities:
- Lead the design and rollout of the project MEL framework, including the Performance Monitoring Plan.
- Provide technical direction to project staff on health information systems, surveillance data management, data use, and MEL.
- Strengthen multisectoral health data management systems so surveillance and outbreak information is timely, reliable, interoperable, and actionable.
- Design and implement baseline, midline, endline, and other assessments or evaluations.
- Develop and maintain a data quality assurance system, including SOPs, data quality assessments, and corrective actions.
- Manage indicator reference sheets and tracking systems; oversee data collection tools, databases, and reporting templates.
- Develop dashboards, visualizations, technical briefs, and reports for project leadership, government counterparts, partners, and the donor.
- Directly supervise the MEL Officer; design and deliver capacity-strengthening activities for staff, government counterparts, and partners.
- Lead quarterly, annual, and other performance reporting to the donor.
- Build relationships with the Ministry of Health and Social Protection, PATH, and other stakeholders.
Requirements:
- Master's degree in Information Systems, Data Science, Health Informatics, Public Health, Epidemiology, Biostatistics, Statistics, or a related field; Project Management certification preferred.
- At least 6 years of progressively responsible experience in health information systems, MEL, public health surveillance, epidemiology, or data management.
- Demonstrated experience designing MEL frameworks, Performance Monitoring Plans, indicator tracking systems, and data quality assurance processes in a public health or global health security context.
- Proficiency in dashboard development and analytical software such as Excel, Power BI, Tableau, SAS, SPSS, or Stata; DHIS2 knowledge highly desirable.
- Strong understanding of Morocco's health information and disease-surveillance landscape; experience with U.S. Government-funded programs preferred.
- Professional proficiency in Arabic, English, and French is required.
Full-time, based in Rabat, Morocco. Reports to the STRIDES Morocco Project Director. Travel 10%-25%. Expected salary range: MAD 300,000 - 500,000 annually (gross).
