The Programme Technical Advisor is the senior technical authority for m2m's programme model across the whole country portfolio. The role owns the technical content of the peer-led model in practice: how it is designed, adapted to context, quality-assured and made ready to implement. It sets programmatic and clinical standards to which country programmes, implementing partners and the Innovation Hub work, and holds technical design authority over new programmes, adaptations and integration of innovations into the standard model. The role deputises for the Senior Lead: Technical Management on programme technical matters, represents m2m technically to governments, partners and donors, and leads a team of technical staff. Key areas include technical leadership and model integrity across countries; technical assistance to implementing partners, consortium partners and government counterparts; quality assurance, evidence and implementation readiness; and technical team leadership, line-managing the Programme Specialist and Programme Officer: Innovation Hub. Requirements: Master's degree in Public Health, Medicine, Nursing, Social Sciences or related field; at least seven years' progressive experience in health programme technical roles, including a minimum of three years at senior technical advisory level across more than one country; deep expertise in community health worker or peer-led models in HIV and maternal, newborn and child health; demonstrated experience providing technical assistance and capacity strengthening to partners or government; experience designing and institutionalising quality improvement frameworks across multiple sites or countries; and experience line-managing technical staff. Full time, 1.0 FTE, based in Cape Town with regular regional and international travel (up to 25%).
