The African Union Commission (AUC) has received financing from the World Bank toward the EAGER programme and intends to apply part of the proceeds for consulting services. The AUC seeks an Individual Consultant as Finance Officer for the Project Implementation Unit (PIU) to provide day-to-day financial management, ensure compliance with AU Financial Rules and World Bank fiduciary requirements, and produce timely and accurate financial reporting.
Scope of work includes: Financial Management & Controls (monitoring budgets, expenditures, cash flows; internal controls; accounts payable/receivable); Planning & Budgeting (budget monitoring, variance analysis); Financial Reporting (maintaining the FM system; preparing monthly, quarterly, semi-annual and annual reports including Interim Financial Reports/IFRs; consolidating CIEFFA IFRs; preparing financial statements; asset register); Disbursement & Fund Flow Management (World Bank disbursement procedures; Withdrawal Applications via the Client Connection Platform; designated-account reconciliations); Audit and Compliance (risk assessment; facilitating internal/external audits); and Capacity Building & Support (training PIU staff).
Shortlisting criteria: Bachelor's Degree in a relevant field with at least 5 years' relevant experience; a professional audit/accounting qualification (CIA, CPA, ACCA) preferred; proven track record managing donor-funded projects (World Bank-financed a strong advantage); knowledge of AU Financial Rules and World Bank fiduciary procedures; experience in budgeting, reporting, reconciliations and audits; hands-on ERP (preferably SAP) and strong MS Office skills. Fluency in English is mandatory; another AU language an advantage.
Duty Station: Addis Ababa, Ethiopia (African Union Headquarters). Contract duration: one year with possibility of extension. The consultant will report to the Head of External Resources Management Division under the Directorate of Finance. A consultant will be selected in accordance with the Individual Consultant selection method under the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2020).
