The Finance Associate is responsible for supporting effective management and oversight of financial resources in line with UNFPA financial rules, regulations and IPSAS standards. This role applies financial management knowledge and identifies opportunities for process improvement to enhance efficiency, transparency, accountability and compliance, ensuring strong internal controls across all financial processes.

Key Responsibilities:
A. Effective Financial Resources Management and Accounting: Manage financial resources through planning, monitoring and control; support preparation and monitoring of programme budgets; review and process financial transactions in Quantum; carry out financial analysis and provide regular updates to CO management; prepare timely financial reports for donor reports; maintain rigorous cash management standards; track audit recommendations and support corrective actions; serve as focal point for assurance activities including spot-checks and audits.
B. Ensure Compliance and Support Financial Process Improvement: Apply and refine established processes to maximize effectiveness and efficiency; identify and propose cost-saving measures; investigate anomalies in financial transactions; coordinate delivery of effective financial services; review and validate payment requests and financial transactions for accuracy and compliance.

Qualifications: Completed Secondary Level Education; Bachelor's degree in Finance, Accounting, Business Administration or related field is an asset. Minimum 7 years of relevant experience in finance and budget management. Proficiency in Microsoft Office; experience with ERP systems (PeopleSoft, Quantum, Oracle, SAP). Fluency in English and Tetum required; working knowledge of Portuguese is an advantage.
