The Programme Associate is based in Dakar, WCARO with frequent travel to the field, reporting to the Humanitarian Specialist. The role supports the Regional Office in assessment of humanitarian situations, identification of needs, and preparation and implementation of humanitarian response plans, in coordination with other humanitarian actors, implementation partners and Government.

Key Responsibilities:
A. Assessment and Planning: Support emergency situation assessment by working closely with sub-office staff and program units; facilitate and participate in interagency assessments; contribute to planning, implementation and monitoring of CO humanitarian activities.
B. Coordination: Liaise with humanitarian partners to map humanitarian needs and coordinate response activities; monitor humanitarian risk factors; prepare convoy plans; act as Access Working Group Focal Point; coordinate with sub/field offices on supply chain management.
C. Programmatic and Operational Support: Identify operational factors affecting humanitarian situation; contribute to procurement and distribution planning; assess and organize logistics for receiving, handling, storing and distributing relief items; conduct regular monitoring field trips.
D. Communication: Contribute to production of response reports and proposals; prepare Communication Plans including SitReps, UNFPA statements and fact sheets; contribute to programme/project proposal drafting.
E. Partnerships: Work with UNFPA Country Office staff and partners to maintain consultations with governments, UN agencies and NGOs on humanitarian issues.

Qualifications: Secondary Level Education required; first level university degree desirable. Six years of relevant experience in development and/or humanitarian programme management. Field-level experience in humanitarian settings particularly in RH, GBV and/or youth humanitarian programming. Familiarity with UN procedures highly desirable. Fluency in English required; French desirable.
