Oxfam Novib is seeking a Partnership Finance Officer for its OPT (Occupied Palestinian Territory) Response programme, based in Gaza.

Contract: Fixed Term, 12 months. Full-time (40 hours per week). Grade: D2 (One Oxfam Grade). Department: Finance.

Role Purpose:
Provide financial support to the OPT Response programme partners, with emphasis on procurement compliance and audit support.

Key Responsibilities:
- Coordinate with implementing partners throughout the procurement cycle, ensuring compliance with donor regulations, Oxfam procurement policies, and best practices.
- Review procurement and payment documents for accuracy and alignment with policies.
- Maintain complete, auditable documentation for procurement and contracts.
- Support internal and external audits and identify control weaknesses.
- Monitor budget implementation and conduct compliance spot checks.
- Provide capacity building through coaching and guidance to partners.

Essential Requirements:
- Bachelor's degree in Accounting, Business Economics, or a related field.
- Minimum 5 years of relevant finance experience in NGO settings.
- Advanced Microsoft Excel proficiency.
- Strong knowledge of financial processes and donor compliance.
- Excellent command of both English and Arabic, with strong verbal and written communication skills.
- Detail-oriented, with the ability to work under pressure.
