Job Description
Positioning and reporting
This position is under the authority of the Deputy Director 'Standards Setting and Implementation' and the direct supervision of the Head of the World Animal Health Information Department (WAHID) and their Deputy.
Job purpose
The Senior Animal Health Information Officer contributes to the publication of a transparent and coherent animal health situation in Members through the collection, verification and dissemination of animal health information provided by Members and non-member countries through the WOAH World Animal Health Information System (WAHIS). In particular, they are responsible for following the reporting process of Members, as well as participating in capacity-building activities on disease notification (training and e-learning support), active search for non-official animal health information activities, and contributing to the improvement of WAHIS. This position may require functional management of a small team to deliver the requirements of a particular work area.
Missions and activities
Coordination
- Coordinate the completion of the work in their area of responsibility to the required standard against relevant deadlines, and provide progress reports developed using agreed tools to relevant managers and team.
- Provide leadership, expertise, guidance, and training to team members, ensuring consistency in approach.
- Identify risks and issues to delivery, consider options for management of risks and issues, and inform the management and the team.
- In collaboration with the WAHIS Project Manager, coordinate responses to relevant WAHIS Support Desk items as per customer service requirements.
- Manage the communication and engagement activities within WAHID and with other stakeholders as directed by Head of WAHID.
- Follow the WAHID reporting processes by designated countries or territories
- Apply a standard verification process and interact with Members' nominated representatives on issues related to reporting, including providing them with support to facilitate disease notification.
- Follow up with countries to encourage them to provide regular and timely animal health reports in line with their obligations.
- Review existing business intelligence tools and participate in the development of automated processes to facilitate verification and follow-up processes applied to Members' reports.
- Develop and establish monitoring and evaluation indicators of the verification and follow-up processes.
Participate in the active search for non-official animal health information
- Verify non-official information related to the animal and public health situation.
- Contact the countries where needed to verify information found through the active search.
- Contribute as needed to the Global Early Warning and Response activities (GLEWS+).
Participate in data management activities
- Implement data governance and management principles to ensure maintenance of data quality.
- Conduct analyses including preparation of graphics and maps as needed to support WAHID and WAHIS advocacy efforts.
- Contribute to the maintenance of WAHIS reference tables including preparation of annual updates.
- Monitor the extraction of quantitative data from the WAHIS early warning module, ensuring its quality and completeness
- Maintain and extend as needed the business intelligence tools developed to support WAHID activities
Participate in training activities
- Provide support to WAHIS users.
- Support the development of training content for WAHIS users.
Participate in the preparation and design of material for training WAHIS users and WOAH Focal Points
- Review and improve training methods.
- Oversee and contribute to the development of e-learning platforms.
Participate in activities associated with the development and maintenance of WAHIS and its evolution
- Contribute to the scoping of needs and development of functional specifications.
- Participate in the functional testing and validation of functionalities, providing feedback to the project management team.
- Contribute to the identification of needs and follow-up on future evolutions.
Requirements
Qualifications and Experience
Required Qualifications
- A graduate degree in veterinary sciences (Doctor of Veterinary Medicine)
- At least 5 years of professional experience in veterinary fields
- At least 2 years of international experience
- Proven experience with data collection, processing, and analysis of (animal) diseases.
Additional Qualifications
- Additional degree in aquatic and/or terrestrial animal health, wildlife health, epidemiology, or public health.
- At least 2 years of experience with government veterinary services.
Required Skills
Technical Skills
- Excellent command of English, both written and oral.
- Proficiency in a second WOAH official language (French or Spanish).
- Very good command of the Microsoft Office Package (Word, Excel, PowerPoint and Outlook).
