Disaster Risk Reduction Policy and Planning Specialist

We are seeking a highly qualified and results-oriented Disaster Risk Reduction Policy and Planning Specialist based in the Philippines to support the design, development, and institutionalization of disaster preparedness and response systems within the public works sector.
Please note: This is a project-based, grant-funded consultancy position. Appointment is subject to project award and any required donor approvals.
This position is based in the Philippines. No relocation support will be provided.
Position Summary:
The Disaster Risk Reduction Policy and Planning Specialist will play a central role in strengthening national and subnational emergency preparedness and response systems through the development of policies, operational plans, and standard operating procedures (SOPs).
Success in this role requires strong analytical capacity, deep technical expertise in disaster risk reduction, and the ability to translate complex systems into clear, implementable policy and operational frameworks. The specialist will support government counterparts and project partners in designing, implementing, monitoring, and evaluating interdisciplinary emergency response systems.
This position will work closely with the Team Leader and other technical experts to ensure that project outputs are technically sound, institutionally embedded, and sustainable.
Key Responsibilities:
* Lead the development and revision of disaster risk reduction policies, preparedness frameworks, and emergency response plans.
* Design and document standard operating procedures (SOPs), guidelines, and operational manuals for emergency preparedness and response.
* Support the design and implementation of interdisciplinary emergency response systems.
* Provide technical input to capacity-building activities, training programs, and institutional strengthening initiatives.
* Conduct policy analysis, systems assessments, and gap analyses related to disaster preparedness and response.
* Support the monitoring and evaluation of emergency response mechanisms and preparedness systems.
* Prepare high-quality technical reports, policy briefs, action plans, and official documentation.
* Facilitate technical workshops, consultations, and working sessions with government counterparts and stakeholders.
* Ensure alignment with national disaster risk management Frameworks and international best practices.
* Coordinate closely with the Team Leader and other specialists to ensure coherence across all technical components.
Qualifications and Experience:
* Education: Bachelor's degree in engineering, disaster management, environmental protection, or a related field is required. A Master's degree in a relevant field is preferred.
Experience:
* Minimum of ten (10) years of professional experience in disaster response, emergency preparedness, or disaster risk reduction.
* Preferably at least five (5) years of relevant experience in designing, implementing, monitoring, and evaluating emergency response systems.
* Demonstrated experience in policy formulation, operational planning, and institutional development.
* Proven experience producing technical documentation such as policies, plans, SOPs, reports, and action documents.
Knowledge:
* Strong understanding of disaster preparedness systems, response coordination mechanisms, and institutional DRR frameworks.
* Familiarity with international best practices in disaster risk reduction and emergency management.
Skills:
* Strong analytical, research, and drafting skills.
* Excellent written and verbal communication abilities.
* Ability to translate complex technical systems into clear, implementable guidance.
* Strong facilitation and stakeholder engagement skills.
Languages:
* Fluency in English (oral and written) is required.
* Knowledge of Filipino or other local languages is an asset.
