Project Background
AU-EU Youth Voices Lab - Power of the Collective (AU-EU YVL - PoC) is a four-year programme co-funded by the European Union to create an inclusive society in Africa and Europe that responds more to the needs of youth. This goal is being achieved through:
* equipping young people with the skills to advocate for their concerns at the local, regional, and continental levels;
* engaging institutions and decision-makers to integrate youth concerns and voices in governance processes.
This programme is implemented by Oxfam, Restless Development, Search for Common Ground, Youthmakers Hub, and Makesense Africa.
Background for grantee capacity building
Youth Advisory Board members together with Restless Development selected 15 youth-led organisations (grantees) for funding. Due diligence was conducted with each of the organisations and capacity building needs were identified ranging from strengthening internal control systems, development of financial tools and systems. As a result, Capacity Building Plans (CBPs) were co-created jointly with the grantees with the aim of strengthening their institutional capacity and capability to not only implement their proposed ideas but to become legitimate and resilient organisations.
The CBPs have aspects to be addressed by the grantees themselves, other by Restless Development and consortium members while others require external facilitator or consultant. This term of reference is therefore developed to specify the capacity building needs that require external consultant and the grantees to be prioritised based on the due diligence findings.
Objective of the Consultancy
The consultant will provide technical assistance and capacity-building support to prioritised grantees to strengthen their financial management systems, address identified due diligence gaps, and ensure full compliance with the programme's financial reporting framework.
Specifically, the consultant is expected to;
* Review each grantee due diligence form, capacity building plan including existing organograms, policies, procedures and guidelines on financial, administrative and human resource management with the aim of understanding the specific support needed.
* Develop a training schedule and deliver tailored capacity building training geared towards achieving a sustained, democratic, accountable and legitimate youth-led organisation.
* Work with grantees who lack key internal controls systems to co-create finance, procure, HR policies and any other key internal control system.
Consultant Requirements
* Advanced degree in Finance, Accounting, or a related field (CPA/ACCA preferred).
* Minimum 5-7 years of experience in financial management, specifically with EU-funded projects or international NGOs.
* Demonstrated experience in providing capacity-building support to grassroots or national-level organisations in Africa.
* Strong understanding of financial compliance, internal controls, and risk management with an experience of undertaking past assignments.
Skills/Experience
* In-depth understanding of processes and systems
* Change management skills and experience
* Experience with working with youth-led NGOs/Civil society
* Familiar with youth led programming.
