Technical Conflict Analysis Lead

Overview of The Day After :
The Day After (TDA) is an independent, Syrian-led civil society organization working to support a democratic transition in Syria. Since 2012, TDA has contributed to transition planning and has since shifted toward implementing programs that promote rule of law, good governance, constitutional reform, and civic engagement. TDA works closely with Syrian civil society actors, policymakers, and international stakeholders to develop evidence-based policy recommendations that support inclusive and sustainable governance in Syria.

The AMTAD Consortium (Amal Organization & The Day After - TDA) is implementing the "Nabni - Building for Peace" project in As-Suqaylabiyah Sub-district, Rural Hama, Syria. The project includes community infrastructure and service interventions that must comply with donor environmental and social safeguards requirements.

Objective / Purpose :
The purpose of this assignment is to recruit a qualified Technical Conflict Analysis Lead to lead the design, implementation, supervision, and finalization of the Local Peace and Conflict Analysis (LPCA) during the co-design phase of the Nabni - Building for Peace project.

The assignment aims to ensure methodological rigor, analytical quality, conflict sensitivity, and integration of findings into the final project design

Scope of Work (SOW) :

The Technical Conflict Analysis Lead will lead and supervise the LPCA process in As-Suqaylabiyah Sub-district, Rural Hama. Responsibilities will include, but are not limited to:
* Leading the overall LPCA methodology and analytical framework.
* Designing research tools, KIIs, FGDs, and participatory conflict mapping tools.
* Supervising field research activities and data quality processes.
* Conducting analysis of conflict drivers, connectors, governance dynamics, and social cohesion issues.
* Facilitating analytical workshops and validation sessions.
* Drafting and finalizing the LPCA report with recommendations.
* Ensuring integration of LPCA findings into project design and infrastructure prioritization.
* Coordinating with Amal technical teams and Nabni representatives.

Deliverables:
1. LPCA methodology and analytical framework.
2. Research tools and conflict mapping materials.
3. Supervision and quality assurance documentation for field research activities.
4. Analytical workshop and validation session outputs.
5. Draft and final LPCA reports with recommendations.
6. Technical recommendations integrated into project design processes.

All submitted outputs must comply with project quality standards and confidentiality requirements.

Project Duration:
* Contract Duration: Short-term assignments between May/June 2026 and 15 September 2026, based on operational need.
* Activities will be scheduled according to project implementation timelines and field requirements.

Location of implementation:
As-Suqaylabiyah Sub-district, Rural Hama - Syria

Required Qualifications:
* Advanced degree in Conflict Studies, Political Science, Sociology, Peacebuilding, or related field.
* Minimum 5- 7 years of experience in conflict analysis and peacebuilding programming.
* Strong experience in Syria context analysis.
* Proven experience leading LPCA or similar assessments.
* Excellent analytical and report-writing skills in English and Arabic.

Evaluation Criteria:

Applications will be evaluated based on:
* Educational background and technical qualifications.
* Previous experience in conflict analysis and peacebuilding programming.
* Experience leading LPCA or similar assessments.
* Analytical, facilitation, and report-writing skills.
* Financial proposal and availability.

Preference will be given to candidates with extensive expertise in the Syrian context and demonstrated leadership experience in similar assignments.

Payment Terms:
The assignment will be based on contractual arrangements linked to project milestones and deliverables. Payments will be processed according to approved daily rates and completed assignments.

Applicants are required to submit a financial proposal indicating the daily rate in EUR.

Supervision and Reporting Line:
The Technical Conflict Analysis Lead will report directly to the TDA Project Coordinator / Director of Programs.

All reports, analyses, and technical documentation must be submitted through the designated reporting and communication channels established by the AMTAD Consortium.

All staff are expected to adhere to conflict-sensitive and do-no-harm approaches throughout the assignment.

The selected candidate must comply with:
* Safeguarding, confidentiality, protection principles, and ethical research standards.
* Respectful and inclusive engagement with communities, especially women, youth, minorities, and vulnerable groups.
* Policies and procedures of the AMTAD Consortium (Amal and TDA) and Nabni Facility requirements.
* Confidentiality of all collected information and project-related data.
