The Role
The overall objective of the assignment is to develop and write new National Competency Standards (NCSs) and the accompanying learning pathways for the Electric Vehicle Automotive Engineering industry in Samoa which includes:
- Conducting an Industry Needs Assessment for EV competency standards.
- Developing National Competency Standards in accordance with the Guidelines for Development and Review of Samoa Qualifications (SQs) and NCSs.
- Developing Samoa Qualifications mapped to Level I -II on the Samoa Qualifications Framework (SQF) and aligned with industry approved NCSs.
- Validating and endorsing of SQs and NCSs by relevant stakeholder and industry.
Roles and Responsibilities
The consultant(s) will:
- Conduct an Industry Needs Assessment to inform the development of SQs and NCSs for EV.
- Conduct a desk review of relevant documents pertaining to the development of SQs and NCSs, including international best practices.
- Produce a comprehensive consultation report incorporating stakeholder feedback and recommendations to address the emerging skills needs for EV.
- Develop and write all NCSs at Levels I-II on the SQF for Electric Vehicles. This must align with the Guidelines for Development and Review of SQs and NCSs and be based on the stakeholders’ recommendations presented in the Needs Assessment Report. It is also recommended to revisit the reviewed SQs and NCSs in Automotive Engineering.
- Produce draft Samoa Certificates mapped to Level I-II on the SQF. The consultant must confirm, with sufficient evidence, that these drafts SQs are appropriate for use and delivery by TVET providers in Samoa, and meet all requirements for qualifications registration on the SQF.
- Present the draft SQs for stakeholder validation and address feedback obtained during the validation consultation process.
Selection Criteria
Essential Experience and Knowledge
The consultant(s) should have:
- A minimum of a bachelor’s degree in automotive engineering, Electrical Engineering, or a related field (master’s preferred).
- Proven professional experience in development and review of TVET curriculum and National Competency Standards development, or similar.
- Demonstrated technical knowledge of Electric Vehicle systems, diagnostics, and safety standards.
- Proficient understanding of the SQF or similar national qualification frameworks.
- Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Desirable Requirements:
- Experience in provision training or other support to education and training providers in programme and curriculum development.
- Professional experience in developing group facilitation, communication, and report-writing skills.
