Consultancy Service for Design and Implementation of an Open-Source Platform for Climate Risk Data
Project: Global Shield Solutions Platform (GSSP)

Project Duration: 12 months from date of commencement of services
Services Required:
The services must in all respect satisfy the requirements laid down in the Terms of Reference (TOR, cf. Annex A), which will be part of the Consulting Contract. The preparation of the Bidder's proposal includes a critical verification of these services and, if necessary, their completion or modification according to the Bidder's own assessment of the situation and its professional experience to achieve the project objectives. In this context, the local standards and laws will be respected.
Key Staff Requirements:
1. Software Architect / Lead Developer (20%)
- Bachelor's degree in Computer Science, Software Engineering, or related field
- 5+ years experience in software/system architecture
- Proven experience building open-source or large-scale data platforms
- Strong skills in Python, JavaScript, Node.js, or other modern backend languages
- Experience with Docker, Kubernetes, CI/CD pipelines
2. Full Stack Developer (10%)
- Bachelor's degree in IT, Computer Science, or related field
- 3–5 years experience in full-stack development
- Strong skills in React, Vue, or Angular; Python/Node.js/PHP for backend
- Experience working with GitHub/GitLab
- Experience integrating APIs and building dashboards
3. Data Engineer (5%)
- Bachelor's degree in Data Engineering, Computer Science, or related field
- 3+ years experience in data engineering or data infrastructure
- Skills in SQL, NoSQL, PostgreSQL/PostGIS, MongoDB, or similar
- Experience with Apache Kafka/Spark/Airflow (added advantage)
- Experience working with climate, geospatial, or environmental datasets preferred
4. Climate/Environmental Data Specialist (5%)
- Bachelor's degree in Climate Science, Environmental Science, Meteorology, or related field (Master's preferred)
- 3–5 years experience working with climate data or climate risk analytics
- Experience using datasets like CHIRPS, ERA5, Copernicus, NDVI, etc.
- Skills in GIS and climate data interpretation
5. GIS / Geospatial Analyst (5%)
- Bachelor's in GIS, Geography, Environmental Science, or similar
- 3+ years experience in GIS analysis or mapping
- Proficiency with QGIS, ArcGIS, or similar tools
- Experience managing geospatial datasets and producing maps/dashboards
6. DevOps / Cloud Infrastructure Engineer (5%)
- Bachelor's degree in Computer Science or related field
- 3–5 years experience managing cloud-based deployments
- Experience with Docker, Kubernetes, CI/CD, Linux servers
- Knowledge of security protocols and backup systems
Team Requirements:
- A team is proposed (not an individual consultant), that includes below qualification for the Team Lead
- Technical expertise and experience in developing geospatial or climate risk data platform using open-source technologies, with at least 3 similar projects completed over the last 5 years
- Multidisciplinary team including software engineering, legal/IPR, hazard modelling, and capacity-building
- Familiarity with open data licensing, Creative Commons, ODbL, and software licensing (MIT, GPL, Apache)
- Proven capacity in climate/disaster risk modelling and data integration
- Proven track record in designing and delivering open-source geospatial or climate platforms
- Proven ability to conduct stakeholder engagement, training, and documentation (bilingual: EN/FR)
- Experience working with AU governments, multilateral agencies, or development institutions in Africa
- English C1 in Speaking, Writing, Reading, proven by nationality, education time according to CV and / or certificate
Qualification Criteria (automatic exclusion if not fulfilled):
- Team is proposed (not an individual consultant)
- Team Lead qualifications documented
- Key staff qualifications and experience with similar studies outlined in scope of work
- Firm capacity demonstrated with at least three reference letters from similar assignments in last five years
- Declaration of undertaking submitted (Annex C)
Performance of Services:
The Consultant has to co-ordinate all its activities with the project co-ordinator designated by the PEA. Unless stipulated otherwise in the Special Conditions, the Consultant will render his services in the office of the Bidder. The Consultant will cooperate with the staff of the PEA as much as possible in its daily work to ensure a maximum of know-how transfer.

If any clarification of the Call for Bids proves necessary, the answers will be communicated simultaneously to all Bidders at least three (3) days before the submission deadline.
