PURPOSE OF AFFILIATE FISCAL MONITORING:
The purpose of affiliate fiscal monitoring is to determine whether a subrecipient of U.S. Federal funds is complying with applicable grant terms, conditions, and requirements, as well as relevant federal statutes and regulations, including the Uniform Administrative Requirements and Cost Principles for Federal Awards outlined in 2 CFR 200.

HIAS is required to conduct site visits to all subrecipients receiving funding from HIAS at least once every three years. For subrecipients receiving multi-year funding or participating in ongoing programming, HIAS must conduct the site visit within the first year of funding. Site visits represent the most comprehensive form of monitoring and involve in-depth review of the subrecipient’s compliance and performance.

In addition to site visits, HIAS conducts desk reviews. These are limited-scope reviews focused on specific compliance aspects of the subaward or grant. A desk review will be conducted the year following an on-site visit, depending on the subrecipient’s annual funding level. Desk reviews will be conducted as standalone assessments or as follow-up reviews addressing observations noted in a prior On-Site Monitoring Report.

POSITION SUMMARY:
HIAS is seeking experienced Budget & Fiscal Compliance Consultants to support its North America Programs by providing financial oversight and ensuring compliance across its affiliate network. These consultants will be responsible for conducting fiscal monitoring activities, including detailed desk reviews and on-site visits, to evaluate internal controls, accounting systems, and adherence to both HIAS policies and donor regulations.

ESSENTIAL FUNCTIONS:
• Conduct comprehensive fiscal monitoring of HIAS’ affiliate partners through a combination of desk reviews and in-person site visits, if necessary.
• Assess financial management system(s), internal controls, accounting practices, and compliance with HIAS policies, donor requirements, and applicable federal regulations.
• Review of budget and expenditure reports for Subgrant awarded to the affiliates.
• Review of all backup documentation for a sample of invoices/financial reports submitted to HIAS during the performance period.
• Review of contract, relevant files, documents, and correspondence related to the subaward.
• Review of time sheets and staff time allocation for each subgrant separately.
• Review of random sampling of client files (applicable only to North American Programs).
• Participate on calls with the subrecipient’s program and finance staff to discuss barriers, issues, and concerns.
• Prepare detailed reports and recommendations based on monitoring findings to help affiliates strengthen their financial management practices.
• Collaborate with program and finance teams to identify risks, ensure accountability, and enhance financial capacity the affiliate.
• Ensure that fiscal requirements for grants and contracts are identified, implemented, and monitored through regular cross-functional monitoring meetings.
• Collaborate with the North America Programs team and the Grants Administration team to assist affiliates with all aspects of financial monitoring.

QUALIFICATIONS & REQUIREMENTS:
• Bachelor’s degree in Business Administration, Finance, Accounting, International Affairs, or a closely related field is required.
• A minimum of 3–5 years of relevant professional experience, ideally including responsibility for the review, analysis, interpretation, and fiscal monitoring of budgets and grants.
• Prior experience working with domestic or international nonprofit organizations is strongly preferred, particularly in finance or grants financial management roles.
• Demonstrated strong analytical and problem-solving skills, with the ability to interpret complex financial data and present it in a clear and accessible manner to non-financial staff.
• Proven ability to manage multiple priorities effectively in a fast-paced environment, while maintaining both attention to detail and a strategic, big-picture perspective.
• Excellent interpersonal skills, with the ability to collaborate effectively across teams and with diverse stakeholders. Strong written and verbal communication skills are essential.
