The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") is for 6 suitable qualified individual consultants (2 for the Northern Region, 2 for Central Region and 2 for the Southern Region) to assist farmers countrywide in the formulation of Climate Smart Agriculture (CSA) applications to be submitted for approval to the respective Participating Financial Institutions (PFIs) during the remaining life of the CRESAP Project. These 6 service providers will be expected to liaise with the relevant PFIs and coordinate with the Matching Grant Coordinator and the Environmental and Social Specialist of the BSIF PIU as needed. Additionally, all consultants engaged under this arrangement must demonstrate familiarity with the target geographic area and possess the ability to effectively communicate in the local language(s) to ensure inclusive and context-appropriate service delivery.
The GOB has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the Project, while the Ministry of Agriculture, Food Security and New Growth Industries (MAFSNGI) will have overall responsibility for the Project.

The Belize Social Investment Fund now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).
Minimum Mandatory Requirements *(Required) Qualifications
Minimum of an Associate Degree in business, development studies, social science, environmental science, agriculture, rural development, natural resource management, or any other field related to the assignment (20 points).
General Experience
At least (2) years of relevant professional experience in the agriculture sector, and experience in technical assistance services, including the development of investment proposals and business plans (20 points).

Additional Requirements (Desirable) Specific Experience
Experience in designing and formulating business plans and proposals (15 points).
Experience in providing technical assistance services in the agriculture sector (10 points).
Experience in working with the commodities and sub-sectors in subject as per Annex 1 (10 points).
Experience or knowledge of the country of Belize (10 points).
Knowledge and experience of Climate Change and Climate Smart Agriculture practices in Belize (15 points).
Minimum total points required to be considered for the assignment is 75 points.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
