The Role
The MEL Adviser will provide high-level technical leadership to strengthen the design, implementation, and continuous improvement of the program’s Monitoring, Evaluation and Learning (MEL) systems.
The role will focus on:
- Ensuring the program’s MEL framework is robust, fit-for-purpose, and aligned to DFAT requirements
- Strengthening data quality, analysis, and use for decision-making
- Supporting adaptive management and learning
- Building MEL capacity of program staff and partners
Roles and Responsibilities
1 MEL Framework Design and Implementation
- Lead the review, refinement, and implementation of the program MEL Plan and Results Framework
- Ensure alignment with DFAT reporting requirements and program logic
- Support integration of cross-cutting themes (GEDSI, climate, safeguards) into MEL systems
- Provide technical oversight to ensure indicators are measurable, relevant, and aligned to outcomes
2. Data Management, Quality and Analysis
- Provide strategic guidance on data collection methodologies (qualitative and quantitative)
- Strengthen data management systems, including databases and MIS platforms
- Ensure data quality assurance processes are in place and adhered to
- Analyze MEL data to generate insights that inform program decision-making
3. Reporting and Performance Monitoring
- Lead and/or quality assure program reporting (e.g., annual reports, progress reports, donor reports)
- Ensure reporting clearly demonstrates outcomes, impact, and value for money
- Support development of performance stories, case studies, and learning briefs
- Contribute to DFAT reporting requirements including Program Completion Reports where relevant
4. Evaluation, Research and Learning
- Design and support evaluations, reviews, and research activities
- Develop tools and methodologies for assessments and studies
- Facilitate learning processes including reflection sessions and after-action reviews
- Promote use of evidence to inform adaptive management and program improvements
5. Capacity Building and Technical Support
- Provide mentoring and on-the-job support to MEL staff and program teams
- Deliver training on MEL concepts, tools, and data use
- Strengthen partner capacity in MEL systems and reporting
- Promote a culture of learning, reflection, and evidence-based decision-making
6. Cross-Cutting Issues and Safeguards
- Ensure MEL systems integrate GEDSI, safeguarding, climate change, and inclusion principles
- Support monitoring and reporting against cross-cutting indicators
- Ensure ethical standards in data collection, including safeguarding and confidentiality
Selection Criteria
Essential Experience and Knowledge
- Bachelor’s or master’s degree in research, MEL, social sciences, international development, or related field.
- Minimum 5 years of experience in MEL, including developing program logics and MEL Plans.
- Experience implementing data collection and analysis.
- Ability to translate complex data into actionable insights and facilitate learning.
- Strong organizational and communication skills, with the ability to train and mentor others.
- Experience working in cross-cultural settings with a strong understanding of participatory approaches.
- Experience working with international development projects, NGOs, or donor-funded initiatives is an advantage.
- Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
