Compensation: $4,704 to $5,175 USD per month

VA works directly with local organizations, including governments, to reach nutritionally vulnerable populations – pregnant women, infants, and young children – who are underserved by existing systems. Since 1994, VA has been delivering evidence-based nutrition interventions and providing technical assistance to reach more than 70 million women and children in low-resource settings annually.

ROLE OR PURPOSE OF THE POSITION
Vitamin Angels (VA) promotes health and economic equity across the lifespan by ensuring nutritionally vulnerable, underserved populations have access to evidence-based nutrition interventions. VA focuses on interventions that target the first 1,000 days of life (i.e., from conception through 24 months of age) and children up to 5 years of age.
 
Vitamin Angels (VA) is seeking an in-country Program Manager to strengthen the delivery of evidence-based nutrition interventions across Haiti. 
 
The Program Manager will lead core program management functions, including:
Supporting national-level advocacy and coordination efforts to strengthen an enabling policy and programmatic environment for the adoption and sustained use of evidence-based nutrition interventions, including through NGO delivery platforms.
Providing technical assistance to existing network of program partners to strengthen effective delivery of nutrition interventions, including through capacity building, learning activities, monitoring, and use of data for program improvement.
Increasing the availability of evidence-based nutrition interventions to women and children in Haiti through strategic engagement with government, academic institutions, and non-governmental partners at national and subnational levels.
 
Key interventions include vitamin A supplementation, multiple micronutrient supplementation (MMS), and deworming.
 
MAJOR DUTIES AND RESPONSIBILITIES
The Consultant’s key responsibilities are: 
 
1. Program Management & Implementation 
Lead implementation of Vitamin Angels’ Haiti program strategy in alignment with the annual country plan and budget, including planning, budgeting, and tracking progress against program targets.
Track progress against the annual country plan and adjust activities as needed 
Analyze nutrition data and landscape to identify gaps and opportunities 
Map key stakeholders, policies, and delivery platforms to inform strategy
 
2. Advocacy & Stakeholder Engagement 
Build and maintain relationships with stakeholders to strengthen coordination and enable effective program implementation.
Engage government, NGOs, and academic partners to support effective adoption and scale of supported nutrition interventions.
Promote alignment and coordination across program partners and health authorities, participate in technical working groups or national meetings, if applicable.  
Identify opportunities for collaboration and program expansion
 
3. Micronutrient Grant Management 
Oversee the micronutrient grants program and manage relationships with program partners.
Identify, vet, and onboard qualified organizations to serve as program partners following Vitamin Angels SOPs or guidelines. 
Maintain ongoing relationships with program partners to ensure compliance, strong performance, and alignment with Vitamin Angels guidelines.
Maintain program partner data (e.g., Salesforce, Dropbox, Egnyte) and track program outcomes.
 
4. Supply Chain & Logistics Coordination 
Ensure efficient and compliant delivery of grant to partners.
Support coordination of product importation, warehousing, shipment tracking, and inventory management. 
Work with logistics providers and programs partners to maintain accurate records and ensure timely delivery of donated commodities using established processes and databases.
 
5. Technical Assistance & Capacity Building 
Strengthen partner capacity to deliver high-quality nutrition interventions.
Conduct trainings and promote use of learning tools and educational resources with program partners. 
Provide ongoing technical support to program partners improve program delivery. 
Support development and adaptation of training materials to local context. 
 
6. Monitoring, Evaluation & Reporting 
Oversee program monitoring and use data to improve performance and accountability.
Conduct routine partner check-ins, collect and review distribution reports.
Support monitoring visits and data collection activities. 
Maintain accurate program records and promote coordination to improve program quality and avoid duplication.
 
7. Communications & Visibility 
Lead efforts to increase visibility and engagement of Vitamin Angels’ work in Haiti.
Implement a national communications strategy to increase visibility of Vitamin Angels’ work in Haiti. 
Manage social media, support campaigns and events, and monitor communications performance.
 
8. Organizational Support 
Support marketing, business development, and other cross-functional initiatives as requested by US based office. 
Assist with planning and execution of events and organizational priorities.
 
S/he applies expertise in all aspects of program management and implementation while working to promote, exemplify and further the mission, values and culture of VA. 
 
LEVEL OF DECISION-MAKING 
 
Within the bounds of VA’s mission, values and policies, and sound professional practices, the Haiti Program Manager has the discretion to use independent judgment to make decisions of significant consequence that affect VA clients, partners, and employees. 
 
ORGANIZATIONAL RELATIONSHIPS 
 
VA operates under a collaborative, matrix management model. The Haiti Program Manager establishes their own daily work priorities and ensures that all responsibilities are conducted consistent with accepted best practices, sound professional judgment and within an established schedule and budget.
 
REPORTS TO: Haiti Country Director
SUPERVISES: None
PRIMARY WORKING RELATIONSHIPS: Haiti Country Director, Regional Program Officer, VA Program Partners  
TRAVEL REQUIRED: Yes, within Haiti
 
KNOWLEDGE, SKILLS, AND ABILITIES
 
Minimum:
Bachelor’s degree from an accredited four-year university with a degree in public health, or a related field, 
Minimum two years of experience in program or project management and/or administration, 
Computer literacy, including experience working with Microsoft Outlook, Excel Zoom or Teams, Salesforce or other database platform, and cloud-based storage, 
Willingness to work from home with reliable telephone/internet connectivity in the home, 
Fluent in English, French, and Haitian Kreyol, 
Willingness and ability to travel in Haiti during consultancy,
Final round candidates will be expected to provide 3 professional references including at least 2 former supervisors, preferably from their most recent positions.
 
Necessary: 
Substantial experience working with NGOs in Haiti, 
Based in Port au Prince in Haiti or nearby locality within commutable distance, 
Willingness to work from home with reliable telephone/internet connectivity in the home, 
Strong stakeholder engagement, relationship management, and communication abilities.
Superior written and oral communications skills, 
Superior organizational skills and attention to detail, and 
Ability to manage stress, including but not limited to, stress resulting from local travel, large crowds, open spaces, and daily activities with reasonable accommodations. 
Ability to lift, or carry, approximately 20-40 lbs. on a regular basis. 
 
Desired:
Master’s degree or higher in public health, community medicine or a related discipline, 
Minimum two years’ experience providing technical assistance to NGOs,
Experience conducting training workshops for health care providers, 
Documentable network of contacts in public health and development which consultant can use to facilitate a successful consultancy.
