Position Purpose
The Senior Officer, DSM, reporting to the Director, supports the execution of the Bank’s business plan and medium-term strategy under the overall leadership of the President. The role contributes to the coordination of strategic initiatives, monitoring performance against budget and strategic objectives, and supporting the development and evaluation of departmental work programs. Through cross-functional coordination, systematic analysis, and institutional performance reporting, the position strengthens accountability, informed decision-making, and continuous learning. The role requires close collaboration across the Bank to ensure alignment between strategic goals, resource allocation, operational activities, financial sustainability, and development impact.
Key Functions and Responsibilities
- Monitor, assess and communicate the status of implementation of bank’s strategies and business plans, identify deviations and prepare analytical inputs to support corrective actions and achievement of strategic goals and objectives.
- Support the preparation of quarterly updates of Pipeline projections and Portfolio developments, contributing to the process of budget preparation, implementation and monitoring of execution.
- Assist in the preparation of Departmental Work Programs, support mid-term reviews and updates, and contribute to Departmental Performance Evaluation as per approved Work Program targets and results, in line with the Performance Management Policy.
- Assist the Director to: (i) prioritize operational activities, (ii) monitor and assess developments, (iii) identify deviations from stated targets likely to negatively affect the size and composition of the Bank’s operational portfolio, and (iv) support the development of corrective measures.
- Contribute to the process of budget preparation and implementation with a view to ensuring an integrated strategic planning and budgeting process.
- Assist in maintenance of the Bank’s Financial Model, prepare forecasts of operational activities and financial statements in conformity with strategic goals and business priorities.
- Support the Director in preparation of papers, speeches, presentations and other documents.
- Undertake other relevant tasks that may be assigned by the President or the Director.

Required Qualifications
Education
Bachelor’s (first university) degree in economics, finance, business administration, development studies, public policy, or a related field, or a bachelor’s degree in any other field followed by a Master’s or PhD in one of the above areas.
Experience
- At least 8 years of relevant professional experience in strategy formulation, implementation and monitoring, corporate planning, performance management, or related strategic and analytical functions.
- Experience supporting strategy implementation or corporate planning.
- Experience with performance management frameworks such as KPIs, scorecards, results frameworks.
Technical Knowledge
- Knowledge of strategic planning, budgeting, and monitoring frameworks.
- Understanding of organizational performance assessment tools and processes.
- Familiarity with financial and operational performance indicators.
- Familiarity with data visualization or reporting tools.
Skills
- Strong analytical and quantitative skills.
- Excellent communication, interpersonal, and influencing skills, with the ability to engage effectively across diverse teams and senior stakeholders.

Desirable Qualifications
Education
- Master’s degree in a relevant field.
- Knowledge of a member country language.
Experience
- Experience working in a development bank, financial institution, public sector organization, or international development organization.
- Experience in the region of the BSTDB’s operation.
Technical Knowledge
- Understanding of development finance and public sector strategies.
- Demonstrated strategic and analytical thinking, with strong attention to detail and the ability to translate strategy into actionable outcomes.
Skills
- Proven ability to manage multiple priorities, work under pressure, and meet tight deadlines in a complex institutional environment.
- Strong coordination and stakeholder management capabilities, including the ability to build partnerships, facilitate collaboration, and drive alignment across the Bank.

Minimum Qualification Requirements
